DHS Structure - Director's Office (DO)

The Director’s Office is responsible for overall leadership, policy development and administrative oversight for the department. The Director’s Office coordinates these functions with the Governor’s Office, the Legislature, other and federal state agencies, partners and stakeholders, local governments, advocacy and client groups, and the private sector. The director, deputies and assistant directors have the ultimate accountability for the department's success in achieving its outcomes.

 

The key functions of the Director's Office are listed below.

  • Finance
    • Budget Planning and Analysis: Provides program and administrative budget planning, caseload forecasting, actuarial services, financial analyses, and planning services for all areas within DHS.
    • Financial Services: Provides accounting services, administers employee benefits and payroll, and collects funds owed to the department.

  • Operations
    • Federal Financial Policy: Coordinates and monitors federal funding and financial policy across the department.
    • Internal Audit and Consulting: Conducts audits and reviews for all areas within DHS and for recipients of state funds from DHS. Ensures financial integrity, effectiveness, security, compliance and management controls. Provides technical assistance and training as needed.
    • Investigations and Training: Investigates allegations of abuse and neglect, and oversees the county abuse investigation and protective services system. Ensures that all investigations are conducted appropriately, and provides technical assistance and training as needed.
    • Multicultural Health: Promotes good health and wellness for all Oregonians. Works to improve the delivery of health services to all Oregonians and eliminate racial and ethnic disparities related to access to health care.
    • OregonState Hospital Replacement Project: Oversees design and construction of new state-operated psychiatric treatment facilities to replace the Oregon State Hospital.

  • Health Fund Board
    • Health Policy and Research: Works to ensure access to health care for all Oregonians, contain health care costs, and address issues of quality in health care.

  • Health Policy and Research
    • Health Policy and Research: Works to achieve the goals of universal access to an adequate level of high-quality health care at an affordable cost, as directed by ORS 414.018-.024.

  • Public Affairs
    • Media Relations: Coordinates communications with the media.
    • Public Records: Coordinates responses to public records requests.

  • Public Policy and Governmental Relations
    • Administrative Rules: Oversees development of administrative rules for the department. Ensures rules align with state and federal statutes.
    • Governor's Advocacy Office: Evaluates and resolves issues and concerns of Oregonians about the department's programs and services.
    • Legislative and Intergovernmental Relations: Directs the overall DHS legislative agenda. Works to build positive relationships with members of the Oregon Legislative Assembly and their staff.
    • Tribal Relations: Coordinates services with the nine federally recognized Native American tribes in the state.
