Background
The Proactive Species Conservation Grant Program supports voluntary conservation efforts designed to conserve marine and anadromous species before listing under the Endangered Species Act (ESA) becomes necessary. Through this grant program, NMFS will provide Federal assistance, in the form of grants or cooperative agreements, to support conservation efforts for species it has identified as Species of Concern.

Funding for this program is separate from funding for the Internal Grant Program that is is open to NOAA biologists.

Who Can Apply
Eligible applicants are state, tribal, or local governments that have regulatory or management authority over one or more SOC or over activities that affect one or more SOC.

How to Apply
Proposals may be submitted online through Grants.gov, the portal to all Federal grant opportunities. Grants.gov allows applicants to electronically search, find, and apply for grants from all Federal grant-making agencies. A more complete description of the program and the specific requirements for proposal submission are provided in the FY 2009 Full Funding Opportunity [pdf]; this document should be read carefully when preparing proposals to ensure that applications meet eligibility requirements and are complete upon submission. Complete instructions for preparing and submitting proposals are also available through Grants.gov.

Proposals submitted through Grants.gov must be received by 5 p.m. Eastern Time on February 12, 2009; proposals submitted by mail must be postmarked by February 12, 2009.
