Compliance and Enforcement Permit Compliance System

Data Systems

Permit Compliance System (PCS) is a national computerized management information system that

PCS was developed in 1974 and resides on a mainframe computer at EPA's National Computer Center (NCC) at Research Triangle Park (RTP) in North Carolina. PCS records water-discharge permit data on more than 150,000 facilities nationwide.

For the past several years PCS has been undergoing a modernization effort to address outdated technology and new program requirements. Beginning June 2006 13 states will start to use ICIS-NPDES (PCS modernization). Another 16 states, territories and tribes will begin to use ICIS-NPDES in August 2006. EPA will move the remaining NPDES states from PCS to ICIS over the next few year.
