Risk Assessment Tools

To protect, manage, and fully understand the risks to the national transportation system, we analyze and assess these risks using an integrated approach across all transportation modes. Our agency uses a risk-based process which incorporates three elements:

Criticality Assessment - This tool is an internal tool that evaluates and prioritizes transportation assets and facilities. The results of the analysis identify which assets are more important to protect from attack.

Threat Assessment - This tool is used to develop threat scenarios for transportation assets and facilities. Threat scenarios are developed for each transportation mode and are then reviewed through the Homeland Security Intelligence Service. These generic scenarios are a required piece of the vulnerability assessment methodology.
