American Recovery and Reinvestment Act of 2009 (ARRA)

The American Recovery and Reinvestment Act of 2009 (Recovery Act) was signed into law by President Obama on February 17, 2009. It is an unprecedented effort to jump-start our economy, create or save millions of jobs, and put a down payment on addressing long-neglected challenges so our country can thrive in the 21st century. The Act is an extraordinary response to a crisis unlike any since the great Depression, and includes measures to modernize our nation's infrastructure, enhance energy independence, expand educational opportunities, preserve and improve affordable health care, provide tax relief, and protect those in greatest need.

NIBIB is delighted to provide an update on the remarkable funding opportunities that have been made possible by the American Recovery and Reinvestment Act of 2009 (ARRA). Funds will be used to help stimulate the economy by accelerating research, scientific knowledge advancement, and technology development. A variety of mechanisms will be employed, ranging from making awards to grant applications within a targeted payline that are currently ready for funding, to supporting applications for Challenge Grants in targeted areas. Each of these mechanisms is detailed below. This is an extraordinary opportunity for researchers in medicine and medical technology, and we look forward to rapidly advancing biomedical research frontiers with these funds.

The approaches include:
- Funding of research project grant (RPG) applications from FY 2008 and 2009 beyond the initial established paylines. Target paylines with ARRA funds will be the 25th percentile and a priority score of less than 185. In making funding decisions, NIBIB will also take into consideration new investigator or early stage investigator status, scientific opportunities, programmatic balance, and geographic distribution.
- Participation in the NIH Challenge Grants for Health and Science Research. NIBIB challenge topics can be found at: http://www.nibib.nih.gov/ChallengeGrants.
- Providing funds as administrative supplements to active research project grant awards (NOT-OD-09-056). NIBIB is particularly interested in providing supplemental funds to support two years of mentored research experience to postdoctoral fellows/trainees. - Providing funds as competing supplements to active research project grant awards (NOT-OD-09-058). NIBIB will consider a small number of extraordinary requests for competing supplements where the scope of the scientific objectives is above and beyond the approved and funded projects and the requested budget is greater than $100,000 total costs. - NIBIB is particularly interested in supporting high school or undergraduate students to conduct mentored research projects with supplements to existing research awards (NOT-OD-09-060). NIBIB-specific information can be found here: www.nibib.nih.gov/Recovery/AdminSupplSummer.

Additional Initiatives:
- The National Center for Research Resources (NCRR) announces the opportunity for investigators and United States institutions/organizations with active R01 and other investigator-initiated awards to submit revision applications (formerly termed competitive supplements) to leverage the resources, expertise, and infrastructure of the NCRR Centers and Center-like Programs through significant expansion of the scope or research protocol of approved and funded projects. Support for these revision applications will come from funds provided to NIH through the American Recovery and Reinvestment Act of 2009 (“Recovery Act” or “ARRA”), Public Law 111-5. Peer Reviewers Needed
Forseeing an extraordinarily high demand for peer reviewers to review grant applications in response to the initiatives from the American Recovery and Reinvestment Act (ARRA), the NIBIB is soliciting volunteers from the extramural community willing to serve on NIBIB and NIH peer review panels this summer and in the future. Note that applicants being reviewed by one peer review panel can participate as a reviewer on a different review panel.
