Recovery Act Funds for Administrative Supplements (Revised June 22, 2009)

The NIBIB plans to provide administrative supplements to currently active grants for the purpose of accelerating the tempo of scientific research. Support for these supplements will come from funds provided to NIH through the American Recovery and Reinvestment Act of 2009 ("Recovery Act" or "ARRA"), Public Law 111-5. Consistent with the intent of the Recovery Act, the purpose of this program is to promote job creation and economic recovery along with accelerating the pace and achievement of scientific research. Please refer to the NIH Guide to Grants and Contracts Notice: NOT-OD-09-056 for a general description of this program. In addition to the information in the Guide Notice, below are NIBIB-specific details which should be considered in preparing an administrative supplement request to the NIBIB.

Funding Priorities:

  • Highest priority will be given to supplement requests to fund pre-doctoral students, postdoctoral fellows, or equivalent positions, including diversity candidates, for a period of 2 years in support of mentored research.
  • Consideration will be given to supplement funding for a single year of pre/post doctoral training in exceptional situations where one year of training support may be in the best interest of the trainee.
  • Consideration will be given to equipment needs (less than $100,000) that cannot be met using the shared instrumentation funding opportunity. (NOT-RR-09-008 – Addition of Recovery Funds to the Shared Instrumentation Grant Program)

Funds:

  • NIBIB anticipates funding up to 50-70 administrative supplement awards.
  • Awards can be up to $100,000 per year direct costs and up to two years in duration.

Additional Requirements:

  • In general, we expect that the parent grant will not be in a no cost extension or in the last year of the competitive segment. At least 2 years remaining in the parent award is optimal to be most consistent with the goals of the Recovery Act. Exceptions may be granted in very rare circumstances and only after review of a letter of intent appealing the 2 year requirement.
  • The parent grant cannot be projected to have a large unobligated balance at the end of the current budget period (greater than 20%).

Submission of Applications:

  • Applications will be accepted on a rolling basis. It is anticipated that the number of meritorious applications will exceed the resources available. The NIBIB will stop accepting applications when all the funds budgeted for administrative supplements have been allocated.
  • All applications submitted before May 15, 2009, will undergo administrative review and be considered for funding as a group. Applications submitted after this date will be considered on a rolling basis and pending the availability of funds.

NIBIB Review of Administrative Supplements:
Applications for administrative supplements will be reviewed internally by NIBIB program staff. Supplement requests will be evaluated for their responsiveness to the goals of the American Recovery and Reinvestment Act which are to promote job creation and economic recovery along with accelerating the pace and achievement of scientific research. Highest priority will be given to applications for the funding priorities identified above. Within these funding priority areas, the points for consideration in making funding decisions are:

  • The experience of the mentor in mentoring research training.
  • The quality of the science in the parent grant as judged by the original scientific peer review and the scientific progress to date reported in publications and progress reports.
  • The potential of the proposed supplement to significantly speed up the research.
  • Portfolio balance across NIBIB scientific programs.
  • NIBIB priorities as identified in the NIBIB Strategic Plan (Adobe PDF 2.6M) and the BRP areas of high programmatic interest.
  • Strong justification for the need of additional supplemental funds.
  • Adequacy of the remaining time on the parent grant for supplemental funds to have significant impact on the research.

After applications for supplemental funding are received, they will be reviewed by grants management staff to ensure that: (1) the requested budget is less than or equal to $100,000 direct costs; (2) the request is signed by a Authorized Organizational Official (AOO) at the grantee institution; and (3) there is a clear indication of fiscal need. The Program Director assigned to the parent grant will then review the request to ensure that there is no expansion of the specific aims and that the request is reasonable and appropriate. The Program Director will also provide a written recommendation concerning the application. The applications will then be assessed for funding priority by a committee of scientific program staff. The Program Director responsible for the grant will be available to answer any questions the committee has about a particular project and the committee members will score the applications using the priorities identified above. This will provide a relative ranking of administrative supplement requests. Based on the recommendations of the committee, the Director, NIBIB, will make the final funding decisions.

Supported Mechanisms:

  • The NIBIB will consider administrative supplements to R01, R21, P41, P20, U01, U54, R42, R44 and R00 grants.
