I. 1970s through the early 1990s:
II. April, 1991, the Birth of IRP
- Establish energy Planning and Management Program (EPAMP)
- Promote stable, efficient, and economical use of electrical generation and conservation resources
- Replaced existing C&RE program
III. 1990s: Industry restructuring and reduction in the role of IRPs:
- Energy Policy Act of 1992 formally requires IRP or Small Customer Plan
- Federal Register Notice (60 FR 54151), 1995 Implemented EPact of 1992
IV. 2000s: return and refocusing of IRPs
- Federal Register Notice (65 FR 16789), 2000 added reporting flexibilities – The revisions adopted in 2000 simplified IRP reporting requirements and allowed customers to exclude some information which may be considered proprietary. For instance, in lieu of a complete load forecast, customers may submit only a brief summary that one was conducted.
