The Presidio of San Francisco

The Presidio of San Francisco is a National Historic Landmark District (NHLD) listed on the National Register of Historic Places. When the Presidio passed out of Department of the Army hands due to a base closure process, this historic treasure became part of the Golden Gate National Recreation Area and became available for other uses, creating both opportunities and challenges. The Presidio Trust (PT) was created as a governing body to guide the fate and future of this resource.

In November 2007, the PT initiated Section 106 review on an amendment to the 2002 Presidio Trust Management Plan (PTMP) for the Main Post District under the PTMP Programmatic Agreement (PA).

The PT proposes to amend its Main Post Historic District plan to accommodate new developments. Click here to read about the proposed developments to the Main Post Historic District Plan.

In December 2007, the ACHP notified the PT that it would participate in Section 106 consultation, because of the potential for substantial impacts and the likelihood of procedural problems associated with the coordination of projects.

In August 2008, to better assess the unresolved issues regarding the project’s effects, the ACHP requested the Secretary of the Interior’s views under Section 213 of the National Historic Preservation Act, 16 U.S.C. § 470u, (NHPA). Click here to read how a Section 213 Report might be requested and its role in Section 106 consultation.

The ACHP requested the National Park Service (NPS), to comment on the impact to the integrity of this NHLD posed by the proposed volume, design, and location of new construction and rehabilitation within the Main Post District. The ACHP also asked that the NPS provide recommendations as to measures that could avoid, minimize, or mitigate adverse effects to the NHL.

The ACHP received the Section 213 Report from the NPS on April 14, 2009.
