Program Overview
The Library Services and Technology Act (LSTA), a section of the Museum and Library Services Act of 2003, promotes access to information resources provided by all types of libraries. Through the legislation, the Institute provides funds to state library administrative agencies. These agencies may use the appropriation to support statewide initiatives and services. They also may distribute the funds through subgrant competitions or cooperative agreements with public, academic, school, and special libraries in their state. Based on the priorities of the LSTA, each state develops the goals and objectives for its five-year plan to strengthen the efficiency, reach, and effectiveness of library services in the state.

Eligibility
State library administrative agencies located in one of the 50 states of the United States, the District of Columbia, the Commonwealth of Puerto Rico, Guam, American Samoa, the U.S. Virgin Islands, the Commonwealth of the Northern Mariana Islands, the Republic of the Marshall Islands, the Federated States of Micronesia, and the Republic of Palau are eligible to submit five-year plans.
