The Corporation's Human Resource System

The National and Community Service Trust Act of 1993 provided the Corporation for National and Community Service (CNCS or the Corporation) with special statutory authority to establish alternatives to some of the government-wide personnel policies specified in Title 5 of the United States Code (U.S.C.). Specifically, the Corporation was provided the flexibility to establish an “excepted service alternative personnel system” containing its own policies and procedures in the areas of selection, compensation and classification.

Many statutory provisions of Title 5 U.S.C. remain applicable to Corporation employees, including those covering equal opportunity, veterans’ preference, benefits, standards of conduct and citizenship. Also, when the Corporation established its own human resources policies in 1995, some Corporation employees remained covered by the competitive service personnel system. All new employees since that time are in the excepted service under the Corporation system.
