2006 Drinking Water Tribal Set-Aside Guidance and Procedures for Applying for Assistance

Overview

EPA Region 9 is pleased to be requesting proposals under the Drinking Water Tribal Set-Aside (DWTSA) Program.  This program provides the opportunity for Tribes within Region 9 (California, Nevada, and Arizona) to obtain funding through grants and interagency agreements with the Indian Health Service for improvements to public water systems.  The funding will be used to address the most significant public health threats posed by inadequate public drinking water system infrastructure.  EPA Region 9 anticipates that up to $6.5 million in FY07 and FY08 funding will be available for new awards under this program if future appropriations remain at their current level.  This assistance will be awarded under Section 300j-12 of the Safe Drinking Water Act, 42 U.S.C. §1452.

Important Dates:

September 22, 2006 Postmark deadline for proposal form with tribal government endorsement, and preliminary feasibility studies, if applicable.
November 2006  Applicants will be notified of their draft proposal priority and whether their project was selected to continue with the application process.
February 9, 2007 Comments on the draft prioritization must be received by EPA.  Revised feasibility study and capacity and managerial checklists also due for selected projects.
March 2007 Final priority list and funding decision notification letters sent to applicants.
April 2007 Applications must be received by EPA (Exact dates will be included in funding decision notification letters)
September 30, 2007 Awards made.
