Connecting the Globe: Telecommunications Development 2000 summarizes
the Commission's expanded outreach to regulators in Africa, Asia, Central/Eastern
Europe and Latin America and the Caribbean during the period 1999-2000.
The report includes copies of bilateral work plans between the FCC and
foreign regulators that guide cooperative activities. These work plans
are an essential tool for maximizing internationally the impact of the
Commission's limited resources. In developing work plans, Commission staff
identifies foreign counterparts facing a particularly critical period
in the development of modern, pro-competitive regulatory regimes. The
Commission works with these agencies to design and implement a targeted
program of enhanced cooperation to address key obstacles to successful
reform.
Work plans with counterpart agencies in Argentina, Ghana, Hungary, India,
Jamaica, Peru, the Philippines, South Africa, Thailand and Turkey are
provided in this report, as is an overview of implementation activities
conducted under these arrangements.
