Privatization Brings Homes, Not Housing to Army Installation
FORT BELVOIR, Va., Oct. 3, 2007 – Army Secretary Pete Geren visited homes on Fort Belvoir, Va., today and talked with Army families about the privatized housing initiative on the installation.

"In order to have a healthy Army, we've got to have healthy soldiers, and we have to have a healthy Army family, as well," Geren said. "If you ask a soldier, ask anyone, about what goes into their thinking about what makes a good quality of life … it would be housing, the home they live in, the neighborhood they live in. It's no different if you're a soldier, a spouse or if you're a private citizen." — read more from the DoD Defense Link article.

The Master of Real Estate Development for Federal Real Estate Privatizations is a new program scheduled to be offered at the University of Maryland starting Fall 2007. The program is open to the public and will be offered on-campus only during the first several academic years. Courses will be held after 4:00 pm four days a week, providing the opportunity for students to pursue the degree on a full or part-time basis.

OSD will offer a limited number of tuition scholarships during the first 3 years of the program for DoD or Military Service employees to participate in the program on a full-time basis. These scholarships will fund the $32K tuition only, and scholarship selections will be made by an advisory board with representatives from DoD and each of the Services, based in part of past academic performance, appropriateness of the training to the individual's current and anticipated career path, and command recommendations.

Congressional Appropriation Subcommittee gives support to the Military Housing Privatization Initiative (from the Senate Report 109-105 - MILITARY CONSTRUCTION AND VETERANS AFFAIRS AND RELATED AGENCIES APPROPRIATION BILL, 2006 FAMILY HOUSING)

"At a time of war when those who serve our country are called to combat, the Department and the Congress must provide the resources to support not only our military but also the military family. This is a responsibility the Committee takes very seriously because of the sacrifice that service members make when joining the military, as it impacts the lives of not only the troops but their families. After accounts of acquisition and contractor missteps throughout the modern history of the Department of Defense, the Committee wants to highlight one of the successes of the Federal Government: privatization of military family housing. The Committee continues to strongly believe in the importance of this program for it provides for a quality of life not previously possible for both our troops and their families given Federal budget constraints. The Department is to be commended for utilizing the private sector in a manner that improves the daily lives of Department personnel, while maximizing limited resources, merely through innovative thinking and inventive Federal contracting. The Committee believes that this approach has provided benefits both in terms of savings and in the quality of life for military families. The Committee encourages the Department to continue its efforts in this arena. Therefore, the Committee has provided the necessary resources requested by the Department for family housing appropriations for fiscal year 2006 and looks forward to the continuing success of this program".
