The EPA regulates the generation, transportation and disposal of hazardous and non-hazardous wastes under the auspices of the Resource Conservation and Recovery Act (RCRA) and other laws, including the Clean Air Act and the Clean Water Act. An essential part of the EPA's role is to enforce compliance with these laws and to punish those who violate them. In order to achieve these goals, the EPA works with local authorities to monitor the activities of the regulated community, offers guidelines, issues permits, gathers reports and sets standards. Through various programs, the Agency also offers compliance incentives and assistance.
