Onshore Oil & Gas Order No. 1

Onshore Oil and Gas Instructional Materials

Onshore Oil and Gas Order Number 1 – commonly known as “Onshore Order #1” – contains the requirements necessary for the approval of all proposed oil and gas exploratory, development, or service wells on all Federal and Indian onshore oil and gas leases (other than those of the Osage Tribe), including leases where the surface is managed by the U.S. Forest Service.

Since the Order was initially published as a rule in 1983, certain laws such as the 1987 Federal Onshore Oil and Gas Leasing Reform Act and the Energy Policy Act of 2005 have been passed, legal opinions and court cases have been decided, and other policy and procedural changes have been made.  In 2007, the Order was revised to reflect these changes.  Major changes involve procedures for processing Applications for Permits to Drill (APDs), the use of Best Management Practices (BMPs) in lease development, and regulations and procedures for operating in split estate situations, where privately owned surface overlies Federally owned minerals.

Below are links to number of instructional video segments on the revised Order and the APD process, originally presented by fluid minerals experts from the BLM and the U.S. Forest Service in a satellite broadcast on September 13, 2007. The panel discussion segment provides additional details.  Information on new APD processing timelines, off-lease access, and geospatial databases – as well as information on how BLM and Forest Service rights-of-way work - were presented.

VIDEO CLIPS of the Satellite Broadcast are now available for download.  These are 5-10 minutes each and are posted in Windows Media (WMV) format.  These are large files, averaging more than 20 MB each, so they may take a while to download.

TRANSCRIPTS of the Broadcast segments are posted in MS-Word format.  These are much smaller files and best for slower Internet connections.

 POWERPOINT Slides used in the broadcast are available in PPT format for downloading. These include the notes used as part of the narration of the broadcast. To see the notes, save the file and open with the PowerPoint program (not the web viewer).

   PDF VERSIONS of the Powerpoint slides will be available if you do not have PowerPoint program. However, these files do not include the narration--download the Word transcipts for that.
