The EPA would not be able to effectively enforce environmental regulations without the participation of state, local and tribal governments. Local authorities play an essential part in many of the Agency's most important programs, including Superfund and Brownfields. The Office of Congressional and Intergovernmental Relations (OCIR) serves as EPA's principal liaison with Congress, States and local governments. The Agency also works with Indian tribes on a government-to-government basis to identify compliance assistance, monitoring, enforcement and capacity-building issues affecting Indian communities. Strategies are developed to address these issues, including the development of compliance monitoring programs in Indian Country.
