VetBiz Initiative for National Sustainment (VINS)

VINS overview

The VINS program is designed as a win-win solution—benefiting the nation’s veteran-owned small businesses, the DoD agencies who maintain aging weapons systems, and the defense prime contractors who must keep up with extreme back-orders.

  • VINS concept

The concept behind this new program is to match veteran-owned and service-disabled veteran-owned small businesses (VOSBs/SDVOSBs) who manufacture many types of components with the 1.8 million requirements for backorder parts needed by the DoD.

  • How does it work?

The backbone of the program will be CVE’s Vendor Information Pages (VIP) database. The VINS program will create new middle ware that will connect the VIP database to DoD’s Shared Data Warehouse (SDW) and the Joint/Coalition Obsolescence Management Modernization System (JCOMMS) databases, as well as the E-Mall and B3I databases to create two way communication for businesses looking for requirements and program managers looking for manufacturers.

Business owners interested in participating in this program will soon have the ability to fill in additional fields in their VIP profile so that our partners at the Defense Logistics Agency (DLA) and NAVAIR can begin searching for veteran-owned businesses to fulfill their needs. Watch this page for information on when the new fields will be available.

  • What types of companies are eligible?

Most types of machining and metal working, as well as heat-treating, welding, and casting are needed. Manufacturers should register with their most current capabilities in the VIP database at www.vip.vetbiz.gov.

Locate or register a veteran owned business

The Vendor Information Pages Database is the only Federally controlled database in which a legal verification process is used to determine service disabled or veteran status of a small business. All companies participating in the Veterans First program under PL 109-461 are required to submit evidence of ownership / control and veteran status before being awarded a VA contract under the set-aside authority.
