KY EXCEL is Kentucky's environmental leadership program, which offers a nonregulatory approach allowing the Department for Environmental Protection to work cooperatively with all of Kentucky's citizens to recognize and reward the voluntary efforts conducted each year. Disadvantaged Business Enterprise (DBE) Outreach Information

The Kentucky Department for Environmental Protection (DEP) utilizes the Kentucky Finance and Administration Cabinet’s “Vendor Self Service” System (https://emars.ky.gov/online/vss/Advantage) to post solicitations for services, equipment and supplies to be purchased with U.S. Environmental Protection Agency (USEPA) grant funds.  If you are a certified DBE (minority or women-owned business), you may register on the system to receive notifications of postings by DEP (Department code 129) or you may search the site for postings at any time.  To become certified as a DBE, please see the USEPA regulations at 40 CFR Part 33.  We encourage all DBEs to take advantage of DEP opportunities to provide services, equipment or supplies to assist DEP in meeting DBE contracting goals.
