 Major Actions Taken to Date:
  • Employment and Training Administration (ETA)
  • The Employment and Training Administration (ETA) received its portion of the Recovery Act Department of Labor - Departmental Management (DM) funds for FY 2009. ETA will use the DM funds for the implementation of Recovery Act modifications to the Trade Adjustment Assistance (TAA) and the Unemployment Insurance (UI) programs.
  • ETA developed estimates of the general revenue portion for the Recovery Act Emergency Unemployment Compensation (EUC08) for the month of May, and also state estimates of FAC benefit payments by states for transmission to the U.S. Treasury Department.
  • Per the request of the Office of the Vice President, ETA provided OMB estimates of the impact of Recovery Act investments on increased participation in employment and training programs during the first 200 days of the Act's implementation.
  • The ETA's Office of Apprenticeship continues to provide technical assistance to the General Services Administration (GSA) Legislative Affairs Office as GSA prepares to award funds totaling $3,000,000 for apprenticeship and pre-apprenticeship programs in the Department's efforts to renovate and upgrade Federal buildings, as required by the Recovery Act.
  • The House Ways and Means Subcommittee on Income Support and Family Assistance held a hearing on the UI Modernization provisions of the Recovery Act on April 23, 2009. The Senior Advisor to the Secretary Ray Uhalde testified at the hearing.
  • ETA officials held a meeting on April 24th to discuss the Department of Education and the Department of Labor collaboration on the Data Quality Campaign Initiative. The initiative is intended to establish a database by linking education and workforce investment data systems. This effort is being supported by approximately $25 million in Department of Education Recovery Act funds made available to complete this initiative.
  • Employee Benefits Security Administration (EBSA)
  • EBSA continues to respond to over 1,400 COBRA inquiries on a daily basis, now almost 55,000 since enactment of the ARRA.
  • EBSA now has over 30,000 subscribers to www.dol.gov/cobra who will receive automatic notices of new or updated COBRA announcements with over 950,000 total visitors since enactment of the Recovery Act.
  • ARRA funds were released to EBSA. EBSA immediately began hiring temporary Benefits Advisors in accordance with its hiring plan, began developing the IT system that will process applications for expedited review of COBRA subsidy denials, notified the Office of Procurement to finalize the contract with the successful bidder for the COBRA Appeals Processing Center, and ordered outreach materials.
  • Job Corps
  • The negotiations for the LA Job Corps Center's lease have concluded and a contract is expected to be signed next week. This is the biggest project for Job Corps funded under the ARRA.
 Major Planned Actions:
  • Recovery Act Program Plans developed by ETA are currently being reviewed by the Department ahead of their submission to the Office of Management and Budget (OMB) by May 1, 2009. The Recovery Act Program Plans will be posted on Recovery.gov.
  • ETA anticipates the release of two Unemployment Insurance Program Letters (UIPLs): Change 1 to UIPL 12-09, pertaining to the permanent Federal-State Extended Benefits (EB) program, including Questions and Answers on the EB work search; and Solicitation of state proposals for new or expanded state Reemployment and Eligibility Assessments (REA) initiatives ($40 million in funds to expand REA initiatives are included in the enacted 2009 appropriation).
  • In the coming two weeks, ETA anticipates the release of several Training and Employment Guidance Letters regarding: Use of Health Coverage Tax Credit Funds made available by the Recovery Act; Performance Accountability for the Recovery Act; Recovery Act Financial Reporting Requirements; Recipient Reporting Requirements under Section 1512 of the Recovery Act; and National GPRA Performance Goals adjusted for variations in the Unemployment Rate.
  • Employment Training Administration's (ETA) second Regional Recovery and Reemployment Forum will be taking place in Boston on April 28-30. The Regional Recovery Forums taking place over the next two months will provide states with the opportunity to address challenges impacting their reemployment efforts.
