  • On Earth Day, Vice President Biden announced $300 million in Recovery Act funding for the Clean Cities Alternative Fuel and Advanced Technology Vehicles Pilot Program -- funding for state and local governments, and transit authorities to expand the nation's fleet of clean, sustainable vehicles and fueling infrastructure (see http://www.energy.gov/news2009/7328.htm )
  • The Department has received partial apportionment from Office of Management and Budget (OMB) for its Advanced Research Projects Agency-Energy (ARPA-E), which will fund clean energy technology projects that could lead to breakthroughs in energy efficiency, lowering GHG emissions, reducing consumption of foreign oil, and ensuring the United States maintains a technological lead in developing and deploying advanced energy technologies

  • At the 100 day mark of the Administration, DOE sent letters to each Member of Congress, as well as each Governor, providing an update regarding the Department's Recovery Act efforts, including available funding for each state; to find out about funding in your state contact your representative or view our interactive map on: http://www.energy.gov/recovery
  • DOE is working with the Department of Housing and Urban Development to draft a final rule regarding weatherization eligibility; they are requesting approval from OMB by April 30th
  • The Department has submitted a draft rule to OMB on sections Section 1703 and 1705 of the loan guarantee program of the 2005 Energy Policy Act, as amended by Recovery Act; to read about the program see: http://www.lgprogram.energy.gov/
  • The Department met with the General Accountability Office to discuss Recovery Act implementation for the Office of Fossil Energy, the Office of Energy Efficiency and Renewable Energy, the Office of Science and ARPA-E
  • The Department's Inspector General office is conducting on-site reviews meeting with the National Energy Technology Laboratory; visits are being scheduled at the Golden Field Office, the Chicago Operations Office, and Oak Ridge National Laboratory
  • The Department is preparing a daily Recovery Act funding and activity report for the Vice President; DOE senior officials continue to meet with the Vice President and senior White House officials to provide updates on activities related to the Recovery Act
  • The Department continues to send representatives to discuss Recovery Act implementation in many Congressional districts
  • Several additional Recovery Act funded DOE positions have been posted on www.usajobs.opm.gov
  • The Department established a toll free call in number for businesses and constituent Recovery Act inquiries, 1-888-DOE-RCVY; questions can also be submitted through DOE's Recovery Act clearinghouse: https://recoveryclearinghouse.energy.gov/Inquiry.aspx
 Major Planned Actions:
  • On Monday, following President Obama's speech at the National Academy of Sciences, DOE will 1) issue a Funding Opportunity Announcement for transformational APRA-E projects (see http://www.energy.gov/news2009/documents2009/ARPA-E_FOA.pdf ) and 2) announce a planned commitment of $777M for 46 Energy Frontier Research Centers to accelerate the rate of scientific breakthroughs needed to create advanced energy technologies (see http://www.sc.doe.gov/bes/EFRC.html )
  • At the National Renewable Energy Laboratory, the Department is scheduling an event to announce funding for projects to develop clean, domestic, innovative wind energy technologies (for Wind Program see http://www.energy.gov/energysources/wind.htm )
  • The Department is scheduling announcements for funding for biofuels, geothermal, and facilities projects, pending OMB apportionment
  • The Western Area Power Administration's Federal Register Notice regarding the transmission construction program is at OMB for review; publication is scheduled for May 1, pending OMB clearance
  • As of March 17th, the Department is awaiting apportionment from OMB for the Office of Fossil Energy's Recovery Act funding and clearance of several NOIs; once issued, these NOIs will be posted on the DOE Recovery Act funding opportunities page: http://www.energy.gov/recovery/funding.htm
  • The Senior Advisor to the Secretary for Recovery Act Implementation will be testifying on 4/28/09 on loan guarantees before the Senate Energy and Natural Resources Committee; see http://energy.senate.gov/public/index.cfm?FuseAction=Hearings.Hearing&Hearing_ID=ca4c9799-002d-8a44-5cd8-bb85605fea96
  • The DOE Principal Deputy Assistant Secretary for Energy Efficiency and Renewable Energy will be testifying before House Committee on Science and Technology, Subcommittee on Energy and Environment on 4/28/09 and is expected to discuss Recovery Act projects; for more information see: http://science.house.gov/publications/hearings_markups_details.aspx?NewsID=2428
  • The Department is working towards a goal to have 50 percent of the Recovery Act funds obligated by Labor Day
  • The Department is taking a comprehensive and proactive approach to estimate demand for reviewers and procurement staff needed to process incoming applications; May through August show particularly intense resource needs, which the Department is looking to meet through inter-site coordination and, where necessary, rolling expert panel reviews
  • DOE Recovery Office will continue to work with Department of Labor and Department of Education on aligning green job training programs
  • DOE Recovery Office will continue to work with the Treasury Department on the grant program for renewable energy technologies
  • DOE Inspector General will continue collecting risk assessments and mitigation plans from all programs that will receive stimulus funds
  • DOE's Office of Electricity Delivery and Energy Reliability will continue working with the Department of Commerce's National Institute of Standards and Technology to finalize an interagency agreement to develop the smart grid interoperability framework
  • The Department continues to receive positive feedback from state stakeholders regarding the state liaison points of contact provided to answer inquiries about DOE stimulus funding
