Documents pertaining to winter use are available below. On November 7, 2008, the U.S. District Court for the District of Wyoming ordered the National Park Service to reinstate the 2004 rule for snowmobile and Snowcoaches use in Yellowstone and Grand Teton National Parks and the John D. Rockefeller, R. Memorial Parkway. That rule allows up to 720 snowmobiles per day into Yellowstone, along with 78 Snowcoaches. 2008 Winter Use Plans Environmental Assessment
On Nov. 3, 2008, the NPS released an environmental assessment for winter use plans for Yellowstone and Grand Teton National Park. Public comment was accepted on the EA from Nov. 3 to 17. The EA is available here: Part I (1.9 MB pdf), Part II (745 Kb pdf). A proposed rule to implement the preferred alternative contained in the new plan was also published in the Federal Register, and was also open for a 15 day public review and comment period. The rulemaking process supports but is separate from the public review and comment period on the EA. However, as noted above, pursuant to the Nov. 7 court order, the National Park Service will be reinstating the 2004 regulation. Information in the comments on both the EA and the rule will be used in the development of a new long-term winter use plan.
This report provided information about the effects of implementing the two alternatives on the socioeconomic environment of local communities, counties, and the region. The information in this report was used in the 2008 EA.

2007-2008 Monitoring Reports and Other Studies
These reports summarize Yellowstone's monitoring results for sounds, wildlife, air quality, and exhaust exposure monitoring from last winter (2007-2008). Once reports for the winter of 2008-2009 become available, they will be posted in draft form at this website.

The following report summarizes sound testing of selected Snowcoaches and snowmobiles at Yellowstone's South Entrance in February 2008. Similar sound testing was performed in January 2009; the draft report for this latter round of testing will be posted on this website when it becomes available.
Exterior Sound Level Measurements of Over-Snow Vehicles at Yellowstone National Park (2.5 MB pdf)
This report summarizes three related surveys of park visitors by researchers from the University of Montana. Done last winter, the surveys asked visitors about their perceptions of park sounds and of their interactions with bison; the third study asked guides about their perceptions of mandatory guiding.
