Broadcasting Board of Governors

Jeffrey N. Trimble, Executive Director

The Executive Director advises the Board on developments in international broadcasting and manages the BBG staff, which provides the Board with technical, professional and administrative support as well as strategic guidance and program oversight.

Jeffrey N. Trimble joined the BBG in 2007 as Director of Programming. Prior to that, he had a 10-year career at RFE/RL, where his positions included Acting President, Counselor to the President for Programs and Policy, Director of Policy and Strategic Planning, and Director of Broadcasting.

He also worked at U.S. News & World Report magazine for 15 years, in positions including Assistant Managing Editor, Foreign Editor, Moscow Bureau Chief, and diplomatic correspondent.

He holds a master’s degree and a bachelor’s degree from Ohio State University and is a fluent Russian-speaker.

Janice H. Brambilla, Director of Management Planning

The Director of Management Planning advises and makes recommendations to the Board and the Executive Director on agency-wide issues involving management and personnel strategies and programs, and coordinates development of management strategies, initiatives, and plans involving all BBG entities.

Janice H. Brambilla has more than 34 years of Federal service. She has served in senior executive positions since 1987 when she was appointed Director of Human Resources for the Voice of America, and subsequently for the U.S. Information Agency.

In 1999, she joined the Department of State and served as Senior Advisor to the Under Secretary for Public Diplomacy where she handled financial and human resources.

In January 2005, Jan served as the Chief of Staff to the IBB Director, and in June 2006, she was appointed Executive Director of the BBG.  In April 2008, the Board appointed Jan as the Director of Management Planning.

Janet Stormes, Chief Financial Officer

The Chief Financial Officer (CFO) is responsible for the direction of all budgeting, financial, and strategic management operations for the BBG, and serves as the point of contact and liaison officer on budget and financial matters with the Office of Management and Budget, Treasury Department, the Government Accountability Office, and other government agencies.

Janet Stormes became CFO in March 2005, after serving as the BBG’s Acting CFO (since January 2004) and Budget Director (since January 2002). Janet started her Federal career as a Presidential Management Intern with the IBB and stayed with the agency until 1997. She served as the Deputy Chief Financial Officer for Radio Free Asia from 1999 to 2002. 

Janet graduated from University of California, Irvine (BA Degree, 1978) and University of Washington in Seattle (MA and MPA Degrees, 1993).

Timi Nickerson Kenealy (Acting), Legal/General Counsel

The General Counsel’s broad responsibilities include

  • advising senior agency officials on legal matters,
  • providing interpretations as to authority and application of laws, regulations, Executive Orders, contracts, international agreements, and legal decisions, and making determinations on all legal matters affecting Broadcasting operations
  • drafting legislation, Executive orders, international agreements, and other legal documents involving Broadcasting operations
  • handling all legal matters referred to Broadcasting by other government departments or agencies; and
  • representing the agency in litigation matters involving employment claims, contract claims, and other matters raised before the agency or administrative tribunals and assisting Department of Justice attorneys in litigation in U.S. federal courts or litigation in foreign jurisdictions.

Timi Nickerson Kenealy joined the BBG in 2000, first serving as a senior Assistant General Counsel. Prior to her appointment at the BBG, she was a litigator in private practice in Washington, D.C. and Northern Virginia in government contracts practice groups, and served as a law clerk to two judges at the Court of Federal Claims.

She is a 1990 graduate of the Washington College of Law at American University and received her B.A. from the University of Texas, Arlington.
