Pre-Deployment Tips

We understand the questions and concerns that often arise before a service member deploys. To help you better prepare for your pending deployment, we have included such things as pre-deployment tips, pre-deployment health assessments, deployment immunizations, travel and health advisories throughout the world, and information on countries to which you may be deploying.

For service members preparing to deploy, you often have little time to put things in order before leaving. The following are several suggestions/tips to help you prepare for deployment:

Administrative

Defense Enrollment Eligibility Reporting System (DEERS) - It is the service member’s responsibility to verify DEERS enrollment for their family members prior to deployment. This will ensure that family members can receive medical care while the service member is deployed. To confirm enrollment contact DEERS at 1-800-538-9552. ID Cards - Service members should check the expiration date of all dependent ID cards prior to deployment. If the cards expire prior to the end of the deployment, you should contact the appropriate personnel office to initiate the paperwork.

Service Record - Check the pages of your service record to ensure that the contact information is correct. An incorrect phone number can delay a response in the case of an emergency.

Vehicle Information - While deployed it is recommended that you make storage arrangements for your vehicle(s). Some installations have long-term storage available. Additionally, you should check your vehicle registration expiration date. If your registration will expire while you are deployed, you should renew your registration prior to deployment or make arrangements for someone with your power of attorney to take care of it for you. Also, some insurance companies offer reduced rates to service members who are deployed if their vehicle will not be in use. Contact your insurance agency to see if this is an option for you.

Pre-Deployment Health Assessment Form

The Pre-Deployment Health Assessment should be administered at the home station or at the mobilization processing station within 30 days prior to deployment.

Financial

Bills - Service members are responsible for their household expenses/bills while they are deployed. These expenses could include rent, mortgage payments, car payments, credit cards, etc. Before deploying you should ensure that you have made arrangements for these payments to be taken care of. You may wish to appoint your spouse or family member with power of attorney, so that they can handle your finances while you are deployed.

Direct Deposit - Direct deposit is the fastest and most convenient way to receive your pay while you are deployed. By utilizing direct deposit your pay will be automatically credited to your checking or savings account. For more information check with your bank or credit union.

Income Tax - If you will be deployed when your taxes are due, decide in advance how income taxes will be filed and who will do it. You may wish to file for an extension through the Internal Revenue Service by filing Form 2350: Application for Extension of Time to File U.S. Income Tax Return.

Legal

Power of Attorney - A power of attorney is a legal designation by an individual that grants to another the authority to execute documents in the name of the grantor, as if he or she actually signed the documents. While you are deployed it may be necessary for your spouse, a parent, or another competent person to act for you in your behalf. Before you execute a power of attorney, be sure you understand exactly what you want your attorney-in-fact to do in your place. For example, you may want to limit the duration of the power of attorney to the period of time you expect to be deployed. For assistance in preparing a power of attorney will you should contact the legal office at your installation.

Service members' Group Life Insurance (SGLI) - Each active duty service member is eligible to be insured under SGLI up to a maximum of $400,000 in increments of $50,000. Before deploying you should verify who you have designated as beneficiary on your SGLI and make changes as necessary. An eligible beneficiary can be any person or legal entity designated by the service member. To make any change the SGLI Election Form (VA Form SGLV-8286) must be completed. Will - A will is a legal expression or declaration of an individual’s wishes concerning the dispositions of his/her property after death. It is always easier for one’s survivors to take care of things if there is a legally executed will. If one dies without leaving a will, personal and real property are distributed by state law, which might not necessarily coincide with the way the individual would have wanted it. For assistance in preparing or updating/changing your will you should contact the legal office at your installation.

Army Legal Assistance. The Army Legal Assistance Web site provides information about military legal assistance services, offices, and general information and links to help prevent personal legal problems. You may also use this site to obtain general information about Army Legal Assistance, to find an office near you, and to learn more on a particular topic before you visit your local legal office. This information, including the links to other law-related information sites, is provided as a public service for your education, convenience, legal well being, and to help you keep your legal affairs in order.

Navy Legal Assistance. The Navy Legal Assistance Office provides legal assistance services to Active Duty members of the U.S. Navy, U.S. Marine Corps, U.S. Army, U.S. Air Force and U.S. Coast Guard, and their dependents. Assistance is provided to retirees as resources permit. Among the services provided are adoption, consumer issues, landlord-tenant issues, military rights and benefits, domestic relations and powers of attorney.

Marine Corps Staff Judge Advocate. The Staff Judge Advocate's Web site provides the Marine Corps with a central source for legal information on immigration, taxes, consumer and economic matters, estate planning, family and domestic matters, real estate, and military rights and benefits. Legal assistance is available in several locations, including Albany, Barstow, Cherry Point, Hawaii, Miramar, Quantico, and Yuma, among others.

U.S. Coast Guard Legal Assistance. The U.S. Coast Guard Legal Assistance Web site has information on consumer and contract matters, creditor and debtor relations, family law, adoption, real estate, taxes, wills and estate planning and the Soldiers and Sailors Civil Relief Act. The site's "Find a Lawyer" service also provides referrals by Coast Guard district to legal assistance attorneys.

Department of Justice Freedom of Information Act Office. The Department of Justice Freedom of Information Act Office (FOIA) provides an overview as well as an electronic version of the Privacy Act of 1974. There are also instructions for making a FOIA request, a reading room, reference guide and principal FOIA contacts at federal agencies.

Legal Information Institute. This Cornell Law School Web site provides information on legal topics ranging from commercial transactions to accident and injury compensation to courts and civil procedure. It also has links to court opinions and legal bulletins as well as a directory of lawyers and organizations.

International Law. The United Nation's Web site on international law is a useful source of information on treaties, law of the sea, International Court of Justice and the International Criminal Court. The information on this Web site is offered in several languages.

Employment Regulations

In the event that you are called to active duty, you are protected by the Uniformed Services Employment and Reemployment Rights Act (U.S.ERRA) against discrimination because of your service in the Armed Forces Reserve, the National Guard, or other uniformed services. U.S.ERRA prohibits an employer from denying any benefit of employment on the basis of an individual's membership, application for membership, performance of service, application for service, or obligation for service in the uniformed services. U.S.ERRA also protects the right of veterans, Reservists, National Guard members, and certain other members of the uniformed services to reclaim their civilian employment after being absent due to military service or training.

Should a conflict arise with your employer as a result of your active duty responsibility, the following resources are available to help you.

The National Committee for Employer Support of the Guard and Reserve (ESGR) is the agency within the Office of the Assistant Secretary of Defense for Reserve Affairs which promotes cooperation and understanding between Reserve Component members and their civilian employers and assists in the resolution of conflicts arising from an employee's military commitment.

An ESGR Ombudsmen Services Program was established to provide information, counseling and informal mediation of issues relating to compliance with the Uniformed Services Employment and Reemployment Rights Act. More than 95 percent of all such requests for assistance are resolved in this informal process, without requiring referral to the Department of Labor for formal investigation.

You can contact ESGR Ombudsmen Services through your local ESGR Committee or the National ESGR Headquarters, or by calling (800) 336-4590 and asking for Ombudsmen Services. ESGR Ombudsmen are qualified to help, sympathetic to the needs of both the employers and employees, and committed to remaining impartial in their counsel.
