Deputy
Secretary of Commerce David A. Sampson delivered opening
remarks to kick off a two-day policy
reform workshop on the use of economic or other incentives
to increase the efficiency of spectrum use. Workshop
participants addressed incentives that apply both to
federal government and non-government spectrum users.
