MMS Director Johnnie Burton and IOSD Executive Director Mr. J.B. Verma sign a Memorandum of Understanding (MOU) establishing a cooperative framework between their two agencies.The U.S. Department of the Interior’s Minerals Management Service (MMS) and the Indian Ministry of Petroleum and Natural Gas’s Indian Oil Industry Safety Directorate (OISD) have officially agreed to share common offshore oil and gas regulatory knowledge and experience over the next several years. The MOU was signed on July 21st, 2006 at MMS HQ. The MOU has been in draft since 2000, but cooperation is highly desired at this time by the OISD since the Bombay High incident in July 2005. The OISD has agreed to fund MMS's participation in any joint activities, but MMS still seeks third-party funding to further cooperation. To commence activities under the auspices of the MOU, MMS is currently reviewing draft safety regulations being formulated by the OISD. Before the end of 2006, a technical assistance team from MMS will be tasked with traveling to New Delhi to assist the OISD further.
