The Office of General Counsel for International Law

Research underpins the science-based mission of NOAA and is a cross-cutting priority in the NOAA Strategic Plan. Under international law, all States have the right to conduct marine scientific research subject to the rights and duties of other States. Part XIII. Art. 238 LOSC. The Intergovernmental Oceanographic Commission of UNESCO and its Advisory Body of Experts on the Law of the Sea (IOC/ABELOS) are lead international institutions in implementing this MSR regime. (IOC Procedure for application of LOSC Article 247). The Department of State oversees the implementation of this regime in the United States through its Marine Science Research Authorizations. The University-National Oceanic Laboratory System (UNOLS) has a website to help Primary Investigators (PI's), schedulers and ship operators to determine whether Permits and Permissions for Marine Science Research Cruises are needed. At the October 2007 International Research Ship Operators Meeting (ISOM) a Code of Conduct for Marine Scientific Research Vessels was developed.
