Hazardous Waste Worker Training Program and SBIR Hazmat E-Learning Program Administrative Supplements

American Recovery and Reinvestment Act of 2009 (Recovery Act)

NIEHS will accept requests for administrative supplements for both the cooperative agreement mechanism U45 and the SBIR mechanism R43/R44.

Proposals for supplements must be within the scope of the parent grant.

Grantees should first consult the NIH Guide Notice, NOT-OD-09-056 "NIH Announces the Availability of Recovery Act Funds for Administrative Supplements" (http://grants.nih.gov/grants/guide/notice-files/NOT-OD-09-056.html) Exit NIEHS, for details on eligibility, restrictions, and requirements for requests for these supplements.

The receipt dates for these requests will be May 19, 2009.

Applicants are strongly encouraged to send requests in PDF format to RecoverySupplementsNIEHS@niehs.nih.gov. If this is not possible, hard copy requests can be sent by overnight mail to

Please identify the "NIH Guide Notice number (NOT-OD-09-056)" in the Subject line.

Instructions in the NIH Guide Notice for submitting requests should be followed.

Requests will be reviewed by staff in the Division of Extramural Research and Training (DERT) at NIEHS. Criteria for selecting requests to be funded are listed in the NIH Announcement, and include relevance of the proposed activities to the parent grant, progress of the parent grant, the plan to accomplish the goals within the timeframe proposed, expertise of the research/scientific team, appropriateness of the request to achieve Recovery Act goals, and relevance to target areas/priorities listed below. Opportunities to provide or retain job positions are of the highest priority, and the number of positions supported with these ARRA funds will be closely tracked, monitored, and reported to the NIH, Congress, and the public.

Other factors for grantees to consider:

  • Grantees may request administrative supplements up to 24 months . The entire budget for the administrative supplement will be awarded at one time to the grantee to be expended over the life of the request. For a 12-month award, the direct costs of the request may not exceed 50% of the direct cost of the current year award. For 24-month supplements, the direct cost may not exceed 100% of direct cost of the current year award, spread over the 24 month period.
  • Proposed ARRA U45 administrative supplements may contain a budget up to 24 months.
  • All program components within the Hazardous Waste Worker Training Program including the Minority Worker Training and the Hazmat Disaster Preparedness Training Programs; and the SBIR Hazmat E-Learning Program are eligible for consideration.
  • All requests for supplements for a single parent grant must come as one application.
  • Supplements for grants having significant unobligated balances will be given lower priority.
  • No additional funds have been included for the DOE Hazmat Worker Training Program.

The program priorities for U45 administrative supplements that NIEHS will accept will include:

  • For our core program, it will include as a priority health and safety training for target populations that will be employed in the hazardous components of jobs that will be supported by the federal stimulus and recovery program (ARRA). This will include potential exposures in regular 1910.120 cleanups, large-scale construction, demolition, brownfields-type redevelopment and public works projects.
  • For the emerging green sector, it may include the customization of safety and health training for emerging jobs in commercial and residential weatherization, alternative energy development, green remediation, green construction and emerging industries like nanotechnology.
  • For newly recruited workers to stimulus projects and emerging green jobs, it may include career-enhancement and life skills components to supplement basic required safety and health training.
  • The development of federal, state and local safety and health training partnerships to facilitate integration with ongoing stimulus and economic recovery activities is strongly encouraged.

The program priorities for R43/44 administrative supplements that NIEHS will accept will include:

  • For appropriate e-learning applications, the development of tools to support the transfer and dissemination of safety and health information and training materials through a variety of media that can support the broad ARRA goals of creating and assuring safe and healthy jobs.
