NIEHS Administrative Supplements under the American Reinvestment and Recovery Act

American Recovery and Reinvestment Act of 2009 (Recovery Act)

NIEHS will accept requests for administrative supplements for the following grant mechanisms:

  • Research Grants: P01, R00, R01, R03, R15, R21, R25, R33, R37, R43, R44, S11, U01
  • Centers: P30, P50, U54
  • Career Development Awards: K01, K02, K08, K22, K23, K24, K25, K99

Proposals for supplements must be within the scope of the parent grant.

Grantees should first consult the NIH Guide Notice, NOT-OD-09-056 "NIH Announces the Availability of Recovery Act Funds for Administrative Supplements" (http://grants.nih.gov/grants/guide/notice-files/NOT-OD-09-056.html) Exit NIEHS, for details on eligibility, restrictions, and requirements for requests for these supplements.

The receipt dates for these requests are as follows:

  • Research Grants: May 11, 2009
  • Centers: May 13, 2009
  • Career Development Awards: May 15, 2009.

Other receipts for FY2010 will be announced later.

Applicants are strongly encouraged to send requests in PDF format to RecoverySupplementsNIEHS@niehs.nih.gov. If this is not possible, hard copy requests can be sent by overnight mail to

Please identify the "NIH Guide Notice number (NOT-OD-09-056)" in the Subject line.

Instructions in the NIH Guide Notice for submitting requests should be followed.

Requests will be reviewed by staff in the Division of Extramural Research and Training (DERT) at NIEHS. Criteria for selecting requests to be funded are listed in the NIH Announcement, and include relevance of the proposed activities to the parent grant, progress of the parent grant, the plan to accomplish the goals within the timeframe proposed, expertise of the research/scientific team, appropriateness of the request to achieve Recovery Act goals, and relevance to target areas/priorities listed below. Opportunities to provide or retain job positions are of the highest priority, and the number of positions supported with these ARRA funds will be closely tracked, monitored, and reported to the NIH, Congress, and the public.

Other factors for grantees to consider:

  • Grantees may request administrative supplements up to 24 months . The entire budget for the administrative supplement will be awarded at one time to the grantee to be expended over the life of the request. For a 12-month award, the direct costs of the request may not exceed 50% of the direct cost of the current year award. For 24-month supplements, the direct cost may not exceed 100% of direct cost of the current year award, spread over the 24 month period.
  • All requests for supplements for a single parent grant must come as one application.
  • Supplements for grants having significant unobligated balances will be given lower priorities.
  • Priority will be given to requests from applicants with no other current research support.

The following are examples of the types of administrative supplements that NIEHS will accept:

For research project grants, P50s, and U54s:

  • Diversity supplements: Follow guidelines in PA 08-190M (http://grants1.nih.gov/grants/guide/pa-files/PA-08-190.html) Exit NIEHS.
  • Summer Research Experiences: Grantees seeking funds for summer trainees should consult NOT-OD-09-060, "Availability of Recovery Act Funds for Administrative Supplements Providing Summer Research Experiences for Students and Science Educators." (http://grants.nih.gov/grants/guide/notice-files/NOT-OD-09-060.html) Exit NIEHS
  • Supplements to "accelerate the tempo of science," including but not limited to:
    • Supplements for additional staff for two years. These can include junior investigators, postdoctoral fellows, research technicians, and research assistants. They can also include undergraduate and graduate students, and high school students in some circumstances.
    • Supplements to encourage sharing resources and encouraging collaborations, especially in situations which include new community partners or which expand scientific partners to new investigators not already funded.
    • Supplements for new equipment totaling less than $100,000
  • Examples of science that would be considered within the scope of the parent grant include but are not limited to the following:
    • Secondary data analysis within the current specific aims
    • Increasing the number of field team members in epidemiology studies to accelerate the pace of recruitment
    • Adding additional expertise in statistics and informatics to hasten analysis and dissemination of existing research data.
    • Adding additional animals for the purpose of accelerating the pace of the research of the grant.
    • Increasing the number of endpoints or variables assessing, such as increasing the number of analytes evaluated in a cohort or in animal tissue specimens
    • Adding analysis of additional candidate genes to on-going genetic susceptibility studies
    • Adding "-omics" or other emerging technologies that would accelerate science within the original scope of the project
    • Expanding and increasing partnerships with community groups, public health organization, state and local governments, etc., that are part of the research in the parent grant.

For the P30 NIEHS Core Centers:

  • Supplements for additional staff for two years. These can include junior investigators, postdoctoral fellows, research technicians, and research assistants. They can also include undergraduate and graduate students, and high school students in some circumstances.   • Supplements to increase the number of pilot projects, especially those that are available for junior faculty and postdoctoral fellows and Community Outreach and Education Programs
  • Supplements to the Community Outreach and Education Programs to expand and increase partnerships with community groups, public health organization, state and local governments, etc., to facilitate translation and dissemination of research findings.
  • Supplements for new equipment requests for $100,000 or less

For Career Development Programs:

  • Administrative supplements for an additional year of funding to conduct additional research within the scope of the parent grant for K99 recipients in their final year of funding before transitioning to a faculty position
  • Administrative supplements for an additional year of funding for K22 recipients whose grants are still active, if they do not have other NIH research grant support
  • Supplements of up to $50,000 for research development costs that fall within the guidelines for economic stimulus funding to recipients of individual mentored career development awards (K01, K08, K23, K25).
  • Administrative supplements to newly transitioned R00 recipients, provided these supplements are consistent with the criteria of the Recovery Act administrative supplements described in the NIH Guide Notice.

Please note that administrative supplements for Training grants (T mechanism) will not be accepted.
