Dear Colleagues,
It is my pleasure to deliver the attached 2007 Instructions for State Commissions and the eGrants instructions for opening your prime and submitting your applications for the upcoming competitions. These instructions have not changed in substance since last year. If you have problems opening the attached documents, or have questions, please contact your program officer. We expect that eGrants will be open to accept applications in the next 2-3 weeks, and will send you another e-mail when that occurs.
