Biography

Welcome to the Court Services and Offender Supervision Agency for the District of Columbia Web site. Please allow me a moment to explain this agency’s mission and our commitment to creating a national model for offender supervision.

Court Services and Offender Supervision Agency (CSOSA) celebrated its second year as a new independent federal agency on August 4, 2002. I was honored to have assumed the position as the first Director of CSOSA on the following day. CSOSA was created by the National Capital Revitalization and Self-Government Improvement Act of 1997. CSOSA acquired the operational responsibilities for the former District agencies in charge of Probation and Parole and houses the Pretrial Services Agency within its framework. The District of Columbia Public Defender Service also submits its Budget Request through the Director of CSOSA.

The mission of CSOSA is to increase public safety, prevent crime, reduce recidivism, and support the fair administration of justice in close collaboration with the community. I believe that CSOSA presents our nation’s capital with a unique opportunity to create a new level of offender supervision, which in turn will provide a safer environment for our citizens. It is my goal to form a solid working relationship with the Congress, the District of Columbia law enforcement community and my fellow Washingtonians that will result in Washington, D.C. becoming a safer place in which to live, work and visit.
