About OMAR

OMAR provides broad management oversight, advice, and special assistance to the Director, ORS, and Associate Directors and Division Directors, ORS and ORFDO.

OMAR serves as the ORS and ORFDO central liaison on matters involving the OIG, the General Accounting Office, the DHHS Office of Audit, the Federal Bureau of Investigation, Congressional staff members,

  • management assessments to improve component-specific management effectiveness and efficiency of administrative management functions and systems;
  • broad-based management assessments of program areas as appropriate;
  • centralized management survey and review capability to promote program integrity;
  • In addition, OMAR has overall responsibility for the development and implementation of policy and the ORS Manual Issuance system;
  • Finally, OMAR utilizes a planned management oversight activity that focuses on early identification and prevention of waste, fraud, and abuse occurrences.
