International interest in verification is growing. In addition to the U.S., Canada, the European Union (EU), Japan, Korea, the Nordic countries and the Philippines have developed pilot or fully operating verification programs. Bangladesh, India, Singapore, and other countries have also expressed an interest in developing verification programs.

ETV has helped foster the development of many of these programs by holding workshops and sharing information about the U.S. program—its structure, operating values, outcomes, and lessons learned. ETV has also searched for opportunities to work collaboratively with these programs, in the short- and long-term. In addition to raising the international relevance of the U.S. ETV Program’s efforts, collaborations with programs in other countries could reduce or eliminate duplicative efforts and allow EPA to leverage its resources and skills to meet shared environmental goals. Program harmonization could also help verified vendors access international marketplaces more efficiently.

The ETV Program has hosted and participated in international workshops, meetings, and forums on verification, and is a founding member of the International Working Group on Environmental Technology Verification (IWG-ETV) with Canada and the European Commission to develop a common approach to verification so that, in time, participating countries are able to mutually recognize each others’ programs and products.

ETV has also verified over 40 technologies developed and marketed by vendors with headquarters located outside the U.S. (PDF) (10 pp, 148 KB).

U.S. Efforts to Foster Verification Internationally
1999-2001 Held ETV-sponsored training workshops in U.S., Thailand and India, for central and southeast Asian countries
2003 Spoke at Japan ETV kick-off meeting
2004 Signed letter of intent to cooperate with Singapore on ETV protocols; Hosted an international session with Singapore, EU, and Korea at an ETV Stakeholders Briefing in Washington, DC
2005 Hosted First ETV International Forum (PDF) (103 pp, 586 KB) in Washington, DC
2005-present Presented to and is currently serving on an advisory board for the European Commission verification pilot programs 
2006 Participated in and helped plan a Second ETV International Forum Exit EPA Disclaimer hosted by Canada in Vancouver, BC
2006 Spoke on verification program harmonization to EU at meeting in Finland
2007
  • Formed the IWG-ETV with Canada and the European Commission
  • Participated in the Third ETV International Forum and the European Forum on Eco-Innovation: Boosting Eco-Technologies through Verification, both hosted by the European Commission, and at Pollutec 2007, in November 2007, in Paris, France
  • Met with the People’s Republic of China State Environmental Protection Agency on developing an ETV program for China
2008
  • Participated in Beijing workshop with People’s Republic of China Ministry of Science and Technology about ETV in China; joint statement to cooperate on ETV was signed with China
  • ETV staff member participated in fellowship with the Philippines ETV for two months
  • Joint protocol developed with ETV Canada for rapid toxicity testing of soil
  • Joint verification effort started with NOWATECH (Nordic ETV) for passive groundwater sampling technology
  • Exhibited at the 9th China International Environmental Protection Exhibition in April 2008, in Shanghai, China
  • U.S. EPA ETV Program to host IWG-ETV meeting in May 2008, in Washington, DC
