Policy & Guidance 
The documents on this page provide state and local agencies with direction on how to implement strategies for controlling emissions from the transportation sector. Links to documents on stationary source controls are also provided.
Some documents provide instructions on how to receive "credit" when a strategy is successful and emission reductions are achieved. This credit may be applied toward the air quality objectives outlined in state implementation plans (SIPs), early action compact agreements (EACs), and transportation conformity determinations.
The guidance is organized and can be accessed under the following headings:
- General Guidance on Innovative and Voluntary Air Pollution Control Strategies - Guidance documents that outline basic processes in place for securing air quality credit for voluntary and innovative emission reduction programs. Air quality credits in the context of state implementation plans, emission trading programs, and economic incentive programs are addressed.
