Dimensions of the Social
Environment: Public Health
Overview
This dimension includes assessment of the implementation of core
public health functions of assessment, policy development, and assurance
at the local level (Turnlock and Handler 1997; Institute of Medicine
1988). We focus on three primary areas of interest. First, there are a
variety of programs aimed at prevention, early detection, and optimal
management of a range of health problems. Local public health
departments may provide these services directly or oversee their
implementation by other organizations, both governmental and private
sector. The next category concerns development, regulation, and
enforcement of standards, which has become a salient issue because
provision of traditional public health services is increasingly being
privatized (Beauchamp 1997). Thirdly, funding issues including budget
allocations and financial arrangements for service provision are of
interest in gauging the priority given to public health issues in the
community.
This table describes the components and indicators of the public health
dimension. Three public health governmental components are identified:

Within each component, several indicators are identified, and for each
indicator at least one data set is listed.
