Essentially, the UNION proposed that--
1. Bargaining unit employees be allowed to have Union representation
during "non-disciplinary" meetings with supervisors
for counseling or warning.
2. Supervisors inform employees of their right to Union representation
when they meet with them to issue oral admonishments or letters
of reprimand.
The AGENCY proposed to continue its current practice of annually
notifying employees of their statutory rights to Union representation
and to allow for Union representation, upon the employee's request,
at disciplinary meetings.
ARBITRATOR Donna M. DiTullio ordered the parties to adopt the AGENCY's
proposal.
