Native American Housing and Self Determination Act (NAHASDA)
The NAHASDA Act of 1996 is designed to provide Federal assistance
for Indian tribes in a manner that recognizes the right of tribal
self-governance. NAHASDA reorganizes the system of Federal housing
assistance to Native Americans by eliminating several separate programs
of assistance and replacing them with a single block grant program.
Tribal Consultation
On April 29, 1994, a Presidential Memorandum was issued reaffirming
the federal government's commitment to operate within a government-to-government
relationship with federally recognized American Indian and Alaska
Native tribes, and to advance self-governance for such tribes. In
November 2000, Executive Order 13175 was issued. The order sets
forth guidelines for all federal agencies to: (1) Establish regular
and meaningful consultation and collaboration with Indian tribal
officials in the development of federal policies that have tribal
implications; (2) Strengthen the United States government-to-government
relationships with Indian tribes; and (3) Reduce the imposition
of unfunded mandates upon Indian tribes.
Regulations
A regulation concerned with the development of viable Indian and
Alaska native communities, including decent housing, a suitable
living environment, and economic opportunities, principally for
persons of low and moderate income.
