In accordance with the Paperwork Reduction Act of 1980 (title 44, U.S. Code, chapter 35), this notice announces a request for expedited review of a revised information collection. OPM Form 2809-EZ2, Open Season Health Benefits Enrollment Change Form, is used by annuitants only at Open Season to elect a change in health benefits coverage.

In accordance with the Paperwork Reduction Act of 1995 (Pub. L. 104-13, May 22, 1995), this notice announces that the Office of Personnel Management intends to submit to the Office of Management and Budget a request for clearance of an information collection, voluntary commercial garnishment application form.

In accordance with the Paperwork Reduction Act of 1980 (title 44, U.S. Code, chapter 35), this notice announces that the Office of Personnel Management has submitted to the Office of Management and Budget a request for expedited approval of an information collection. The form RI 30-2, Annuitant's Report of Income, is used by disability annuitants under age 60 to report their earnings annually to the Office of Personnel Management.

September 8, 1995: Employment (General); Use of Private Sector Temporaries
The Office of Personnel Management (OPM) proposes to authorize Federal agencies to use private sector temporaries for 120 work days instead of 120 calendar days as currently permitted.

September 8, 1995: Cost-of-Living Allowances (Nonforeign Areas)
The Office of Personnel Management (OPM) is issuing two regulatory changes in the nonforeign area cost-of-living allowance (COLA) program. One change will clarify a reference in the regulations to examples of criteria we use for comparing housing between the allowance areas and Washington, DC. The second change will allow the payment of foreign area post differentials without any corresponding offset from the nonforeign area COLA. OPM is also changing the timing of living-cost surveys conducted in Hawaii, Guam, Puerto Rico, and the U.S. Virgin Islands.

The Office of Personnel Management has completed its annual determination of the States that qualify as Medically Underserved Areas under the Federal Employees Health Benefits (FEHB) Program for calendar year 1996.

The Office of Personnel Management is issuing interim regulations to abolish the Federal Wage System special wage schedules for printing positions in the Los Angeles, California; San Diego, California; San Francisco, California; and Seattle-Everett-Tacoma, Washington, wage areas.

September 1, 1995: Restoration to Duty From Uniformed Service or Compensable Injury
The Office of Personnel Management (OPM) is issuing interim regulations on the restoration rights of Federal employees who leave their employment to perform duty with the uniformed services. These regulations implement the Uniformed Services Employment and Reemployment Rights Act of 1994 (USERRA), Public Law 103-353, which was enacted into law on October 13, 1994.

September 1, 1995: Expert and Consultant Appointments
The Office of Personnel Management (OPM) is adopting regulations for the employment and pay of persons appointed under the expert and consultant authority. The Technical and Miscellaneous Civil Service Amendments Act of 1992 requires OPM to prescribe such regulations and to ensure agency compliance.
