January 27, 1995: Prevailing Rate Systems; Special Wage Schedules for Supervisors
 
The Office of Personnel Management is issuing a final rule to establish special wage schedules for the supervisors of certain Bureau of Reclamation, Department of the Interior, employees who negotiate their wage rates.

January 27, 1995: Prevailing Rate Systems; Abolishment of New York, New York, Special Wage Schedules for Printing Positions

The Office of Personnel Management is issuing interim regulations to abolish the Federal Wage System special wage schedule for printing positions in the New York, New York, wage area. Printing and lithographic employees in New York, New York, will now be paid rates from the regular New York, New York, wage schedule.

January 27, 1995: Proposed Regulation on Performance Management

The Office of Personnel Management (OPM) is issuing proposed regulations to deregulate performance management and incentive awards,  including provisions allowing agencies to use as few as two levels for critical element appraisals and summary ratings for non-SES employees, and to make conforming changes to related regulations. These changes are proposed to provide agencies additional flexibility as called for by the National Performance Review.

January 25, 1995: Processing Garnishment Orders for Child Support and/or Alimony; Final Rule

This publication amends the list of designated agents in accordance with information provided by various Federal agencies. This publication also corrects a technical error that was reported to The Office of Personnel Management by the Corporation for National and Community Service.

The Office of Personnel Management (OPM) announces the February and March meetings of the National Partnership Council (the Council). Notice of these meetings is required under the Federal Advisory Committee Act.

January 20, 1995: Notice of Request for a Revised Clearance of Form RI 92-19

In accordance with the Paperwork Reduction Act of 1980 (title 44, U.S. C. chapter 35), this notice announced a request for a revised clearance of an information collection. Form RI 92-19, Application for Deferred or Postponed Retirement (FERS), will be used by separated employees to apply for either a deferred or postponed FERS annuity benefit.

January 20, 1995: Notice of Request for Reclearance of Form RI 38-115

In accordance with the Paperwork Reduction Act of 1980 (title 44, U.S. Code, chapter 35), this notice announces a request for reclearance of an information collection. Form RI 38-115, Representative Payee Report, is designed to collect information about how the benefits paid to a representative payee have been used or conserved for the benefit of the incompetent annuitant.

January 17, 1995: Law Enforcement Officers and Firefighters

The Office of Personnel Management (OPM) is issuing final rules amending the regulations covering special retirement provisions for law enforcement officers and firefighters employed under the Civil Service Retirement System (CSRS). These changes, and conforming changes under the Federal Employees Retirement System (FERS), are intended to improve efficiency by delegating to the employing agencies responsibility for deciding who is entitled to coverage under the special retirement provisions.

January 13, 1995: Federal Staffing Provisions Supporting Sunset of the Federal Personnel Manual

This rule places into regulation a limited number of Federal staffing provisions that were formerly in the Federal Personnel Manual (FPM). The remaining "provisionally retained'' portions of the FPM were abolished on December 31, 1994. This rule deleted or replaced regulatory language which references the FPM. Its provisions also defined or clarified terms and described procedures used in veterans' preference, reductions in force, veterans' readjustment appointments, term appointments, seasonal and intermittent employment, noncompetitive term appointments based on Peace Corps service, exemption of certain employees from coverage of the Part-time Career Employment Act, physical requirements for employment, and actions taken during a national emergency (including the possible appointment of relatives). The provisions also deleted requirements for a number of regular reports.

January 12, 1995: Privacy Act; Systems of Records

Each Federal agency is required by the Privacy Act of 1974, 5 U.S.C. 552a, to publish annually a description of the systems of records it maintains containing personal information. In this notice the Board provides the required information on five previously-noticed systems of records.

January 11, 1995: Reduction in Force Notice-Certification of Expected Separation

The Office of Personnel Management (OPM) is issuing final reduction in force (RIF) regulations that authorize: an agency to issue a Certification of Expected Separation to an employee who the agency expects will be separated within 6 months by RIF; the Director of OPM to approve a (RIF) notice period of less than 60 days specific written notice in unforeseeable circumstances; and, an agency to make a permissive temporary exception for more than 90 days past the RIF effective date to satisfy a Government obligation to an employee.

January 10, 1995: Pay Administration Under the Fair Labor Standards Act

The U.S. Office of Personnel Management (OPM) is publishing a proposed rule to amend regulations on the Fair Labor Standards Act (FLSA or the "Act"). This rule supersedes instructions contained in Federal Personnel Manual Letter 551-9, Civil Service Commission System for Administering the Fair Labor Standards Act (FLSA) Compliance and Complaint System (March 30, 1976), provisionally retained through December 31, 1994; and provides for OPM compliance authority regarding FLSA matters.

January 10, 1995: Time-In-Grade Rule Eliminated

On June 15, 1994, the Office of Personnel Management (OPM) proposed regulations to abolish the time-in-grade restriction on promotion of Federal employees to positions in the General Schedule. The National Performance Review and National Partnership Council had recommended the elimination of the 1-year Federal service requirement for promotions because it prevents employees from applying for jobs for which the qualify.

Schedules for Printing Positions

The Office of Personnel Management is issuing a final rule to abolish the Federal Wage System special wage schedule for printing positions in the Detroit, Michigan, wage area. Printing and lithographic employees in Detroit will now be paid rates from the regular Detroit, Michigan, wage schedule.
