Members of the FMCS Roster arbitrate cases for federal agencies, including the Department of Defense (U.S. Army, Navy) and the Department of Justice (Bureau of Prisons). These and many other federal agency regulations now require any vendor performing services to enroll in the Central Contractor Registration (CCR) database. If an arbitrator does not accept the federal government IMPAC card for payments, the office must wait until the arbitrator is registered in the CCR database before payment can be rendered in conjunction with the arbitrator's services. 

Arbitrators may complete CCR registration online at www.ccr.gov. Please refer to the CCR Registration handbook, located on the website, for detailed instructions when completing CCR registration. The first step in the registration process is obtaining a Dun & Bradstreet Number.  Instructions for obtaining a D-U-N-S Number can be found on page 12 of the handbook. Or, you may visit the Dun and Bradstreet website at http://www.dnb.ca/index.html. Once you have obtained a D-U-N-S number and completed the CCR registration process, please forward the information immediately to the federal agency office responsible for payment to reduce delays or problems with payment for services.

To avoid delays, employers and unions now specifically request only those arbitrators who are registered. Arbitrators on the FMCS Roster should inform FMCS when their registration is complete so their names can be submitted on panels which require CCR registration.  FMCS does not record your Dun & Bradstreet number.  We only indicate in our database that you are registered.
