March 26, 1998: Processing Garnishment Orders for Child Support and Alimony and Commercial Garnishment of Federal Employees' Pay; Final Rulemaking

The Office of Personnel Management (OPM) is finalizing amendments to its rules for processing garnishment orders for child support and alimony and to its rules for processing commercial garnishment orders. March 24, 1998: Proposed Civilian Acquisition Workforce Personnel Demonstration Project; Department of Defense (DoD)

Announces that DoD is proposing a demonstration project to cover the civilian acquisition workforce and teams of personnel, more than half of which consist of members of the acquisition workforce and the remainder of which consist of supporting personnel assigned to work directly with the acquisition workforce, throughout DoD. March 23, 1998: Statutory Bar to Appointment of Persons Who Fail To Register Under Selective Service Law; Notice of Withdrawal of Proposed Rulemaking

The Office of Personnel Management (OPM) is withdrawing its proposal to revise the regulations on Selective Service registration (published April 29, 1988, 53 FR 15400), which would have permitted executive agencies to determine whether an individual's failure to register with the Selective Service System was knowing and willful. March 23, 1998: Proposed Collection; Comment Request for Review of an Information Collection: Form RI 25-37

Announces that the Office of Personnel Management (OPM) intends to submit to the Office of Management and Budget a request for review of an information collection. Form RI 25-37, Evidence to Prove Dependency of a Child, is designed to collect sufficient information for the OPM to be able to determine whether the surviving child of a deceased Federal employee is eligible to receive benefits as a dependent child. To obtain copies of this proposal please contact James M. March 18, 1998: Executive Order 13078 of March 13, 1998, Increasing Employment of Adults With Disabilities

Among other things, this Executive Order states that "To ensure that the Federal Government is a model employer of adults with disabilities, by November 15, 1998, the Office of Personnel Management, the Department of Labor, and the Equal Employment Opportunity Commission shall submit to the Task Force a review of Federal Government personnel laws, regulations, and policies and, as appropriate, shall recommend or implement changes necessary to improve Federal employment policy for adults with disabilities."   [Executive Order: PDF or text]

March 3, 1998: Retirement and Insurance Benefits When an Annuitant Is Missing; Final Rule

The Office of Personnel Management (OPM) is issuing regulations to establish a uniform standard that OPM will use in its administration of retirement and insurance benefits in cases in which an annuitant disappears. These regulations establish procedures to determine the status of the missing annuitant and allow OPM to provide benefits to the missing annuitant's dependents until the missing annuitant's status is resolved. March 3, 1998: Notices of Approval of Demonstration Project Final Plans; Army Medical Research and Materiel Command, and Army Engineer Waterways Experiment Station

These are the third and fourth Army research lab demonstration projects in an initial group of five. (Army plans many more projects under the authority of Public Law 103-337, October 5, 1994.) The first two of the five labs, dealing with missile and aviation research, published their final plans on June 27, 1997.
