June 26, 1997: Career Transition Assistance for Surplus and Displaced Federal Employees; Effective Date Correction

On June 9, 1997, the Office of Personnel Management (OPM) published final regulations to implement the President's memorandum of September 12, 1995, requiring Federal agencies to develop career transition assistance programs to help their employees affected by downsizing obtain other employment on June 9, 1997 (62 FR 31315). The effective date in the published regulation contained incomplete and misleading information. This document corrects the DATES section to accurately reflect OPM's intent with regard to the effective dates and compliance dates of the final regulations. June 24, 1997: Intergovernmental Personnel Act Programs; Standards for a Merit System of Personnel Administration; Final rule.

The Office of Personnel Management is revising the regulations on the Standards for a Merit System of Personnel Administration. The revision reflects changes and revisions in laws or regulations that require State and local governments to establish and maintain merit systems of personnel administration. Specifically, the revised regulations eliminate any implied individual right of appeal to OPM, eliminate obsolete references to the Federal Personnel Manual, and provide a current list of covered programs. June 24, 1997: Political Activity: Federal Employees Residing in Designated Localities; Proposed rule

The Office of Personnel Management (OPM) is proposing changes to rules concerning the political activities of Federal employees who reside in localities designated by OPM. The proposed rule is limited in scope to matters concerning exemptions for employees residing in designated localities and to the political activities that are associated with the local elections for partisan political office in these localities. June 11, 1997: Processing Garnishment Orders for Child Support and Alimony and Commercial Garnishment of Federal Employees' Pay; Proposed Rulemaking.

The Office of Personnel Management (OPM) proposes to amend the rules for processing garnishment orders for child support and alimony and the rules for processing commercial garnishment orders. The majority of the amendments to the child support and alimony garnishment regulations ("support regulations") are mandated by the provisions of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. The Office of Personnel Management is issuing final regulations to implement the President's memorandum of September 12, 1995, that requires Federal agencies to develop career transition assistance programs to help their employees affected by downsizing obtain other employment. The regulations require agencies to provide transition assistance services and give hiring priority to surplus and displaced employees.
