Agencies

Agency hiring officials can hire Fellows as capable new staff members, and as investments in succession planning for their agencies.  The PMF Program recruits thousands of candidates, assesses their skills, and selects only the top finalists, saving agencies time and expenses, and ensuring a premium candidate pool.

The agency appointment reimbursement fee to hire a Fellow is $6,000.  This includes recruitment and assessment, participation in the Job Fair, an Orientation and Graduation for Fellows, as well as training and support for agencies.  Supervisors agree to hire Fellows for two years, develop these high potential employees, and convert them to permanent positions as future leaders.

How does the PMF Program work for Agencies?

  • Recruit the Best:  We recruit thousands of outstanding applicants through a network of graduate schools that nominate their best students.  Graduate schools must conduct a competitive nomination process before formal nomination.  Many applicants have extensive prior experience in public administration, technology, science, health, human resources, business, and financial management that can be invaluable to your agency.

  • Pre-Qualify Finalists:  OPM assesses each candidate on life experiences, critical thinking skills, and writing fundamentals.  Finalists are pre-qualified at the GS-9 level, although agencies may initially appoint at the GS 9 through 12, or equivalent.

  • Hire All Year:  We host an annual Job Fair for finalists in Washington, DC, in addition to an online searchable resume bank and job posting system.  All Executive, Legislative, and Judicial Branches of the Federal Government can now hire Fellows any time of the year.

  • Develop New Leaders:  Fellows receive 80 hours of formal classroom training each year and participate in a 4 to 6-month long developmental assignment during their two year fellowships.  Agencies can also sponsor Fellows for rotational assignments.

How do I get started?

  • First, Talk to Your Agency PMF Coordinator to discuss how to get started, or contact the PMF Program Office at 202-606-1040 or pmf@opm.gov.  Each agency identifies one or more Agency PMF Coordinator(s) to support supervisors and Fellows in their agency.  These Coordinators can provide user access to supervisors so they can access resumes and post positions online.

  • Attend the PMF Job Fair.  Agencies can meet and interview hundreds of finalists available for hire.  Come prepared with position descriptions, interview questions, information about your agency, and a system to organize information on the candidates you will meet and interview.

  • Post Your Positions on the Projected Positions System (PPS).  Be sure to include requirements for the position so you can select candidates with the best fit of skills.  New users can gain access to the PPS through their Agency PMF Coordinator.

  • Review Finalists' Resumes.  This searchable online resume bank can be sorted by name, graduate/undergraduate degree, veterans'/Indian preference, citizenship, foreign languages, and geographic employment preference.  Hiring officials can gain access to search, view, and print resumes through their Agency PMF Coordinator.  Finalists are available all year, although the finalists' pool changes prior to the PMF Job Fair.

Training and Development
Information about Individual Development Plans, rotations and developmental assignments, PMF Orientation trainings, as well as participation in Action Learning Teams and other opportunities, are included for both agencies and Fellows.

Post Rotations
Agencies can sponsor Fellows by recruiting from other agencies to pursue developmental opportunities at no or minimal costs.  Instructions and a list of current rotational opportunities are posted here.

Forms
Here agencies can find the forms and links designed to help them administer the Program.  Links for adding new agency users to search resumes and interested in hiring Fellows, adding appointment information about Fellows, and financial forms to submit appointment reimbursement fees, are included.
