Belfer Center for Science and International Affairs (BCSIA)
BCSIA offers research, teaching, and training related to international security affairs, environmental and resource issues, and science and technology policy. The center recognizes science and technology as the driving forces behind threats and opportunities in international affairs, thus it integrates insights from social and natural scientists, technologists, and practitioners with experience in government, diplomacy, the military, and business to address critical issues.

Bureau of Transportation Statistics
The Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991 established the Bureau of Transportation Statistics (BTA), under the U.S. Department of Transportation, for data collection, analysis, and reporting, and to ensure the most cost-effective use of transportation-monitoring resources.

Carnegie Endowment for International PeaceCarnegie Endowment for International Peace
Counter-terrorism efforts require cooperation between nations and international engagement by the United States, both longtime goals of this nonprofit organization. Endowment publications examine chemical and biological weapons, national security, terrorism, and other transnational issues. Center for Defense Information (CDI)
Committed to independent research on the social, economic, environmental, political, and military components of global security, CDI provides information and analysis for policymakers worldwide. CDI's Terrorism Program examines all aspects of fighting terrorism, from immediate issues of response and defense to long-term questions about how the United States should shape its future international security strategy. Research topics include conventional arms, defense and foreign policy, international peacekeeping, military forces and strategy, and nuclear issues.

Center for Nonproliferation Studies (CNS)
CNS combats the spread of weapons of mass destruction through research, activities, and information dissemination. CNS materials on terrorism include historical backgrounds and chronologies, legislation and testimony, relevant publications, and other resource information.

Center for Strategic and International Studies (CSIS)
CSIS researchers focus on challenges to national and international security and stability and emerging global issues such as biotechnology, information warfare, and terrorism. CSIS works to develop national and international public policy as well as community strategies for law enforcement, first responders, and security agencies.

The Centre for Counterterrorism Studies (CT Studies)
CT Studies staff are experts in the counter-terrorism and security fields. The web site provides counter-terrorism news and intelligence from all over the world. CT Studies offers strategic and tactical courses on terrorism issues for law enforcement officers that include international and domestic terrorism, countersurveillance, terror tactics, clandestine communication, and related topics.

Centre for Defence and International Security Studies (CDISS) Terrorism Programme
This program identifies and tracks major trends in international political violence; the web pages include a database of terrorist incidents occurring between 1945 and 1998. Related CDISS programs study civil-military relations, defense technology, regional security, and weapons of mass destruction threats and responses.

Congressional Research Service Reports
This site provides integrated, searchable access to many of the full-text Congressional Research Service reports that have been made available on a variety of different web sites since 1990.

Defense Reutilization and Marketing Service
Through this web site, the Defense Reutilization and Marketing Service (DRMS) provides access to a surplus of original U.S. government property. DRMS is part of the Defense Logistics Agency, which is based in Fort Belvoir, Virginia.

FedStats
This web site is a portal to statistics and information originating from more than 100 federal agencies. Information on terrorism is included on the Topic Links page. Other subjects included are aviation safety, immigration, and international travel (including border/entry data).

FindLaw's Special Coverage of the War on Terrorism
Well known for providing "every legal thing on the Web," FindLaw has devoted several pages to terrorism-related news and analysis, including a searchable database of terrorism-related court cases, copies of pertinent laws and documents, and web site links and contact information useful to legal professionals and other interested people.

Harvard Sussex Program (HSP) on Chemical and Biological Warfare Armament and Arms Limitations
This joint program of Harvard University in the United States and Sussex University in the United Kingdom carries out research, publication, and training aimed at public policy to promote the worldwide elimination of chemical and biological weapons. The HSP web site contains research-based publications, information for accessing its extensive library, and links to international organizations promoting nonproliferation of chemical and biological weapons.

The Heritage Foundation: Homeland Security
The Heritage Foundation is a public policy research organization or think tank striving to create a safe and secure nation. The Homeland Security section of its web site offers research memorandums, testimonies, and commentaries from expert staff, making it a vital resource for finding solutions that will help make government action effective.

Institute for Intergovernmental Research (IIR)
IIR is a research and training organization specializing in law enforcement, juvenile justice, and criminal justice issues. IIR services include research and education, program evaluation, policy analysis and technical training, and general training workshops and seminars on topics such as criminal justice information systems, grants management, intelligence analysis, and investigative management.

Institute for Security Technology Studies (Dartmouth College)
The Institute for Security Technology Studies serves as a national center for counter-terrorism technology research, development, and assessment. Researchers study threats to electronic information infrastructure systems and technologies of the United States and seek appropriate and effective technological preparedness, response, and recovery actions.

IntelCenter
IntelCenter studies terrorist groups and disseminates that information in a timely manner to operators, analysts, and first responders. The company looks at capabilities and intentions, warnings and indicators, operational characteristics, and a wide variety of other points to better understand how to interdict terrorist operations and reduce the likelihood of future attacks.

International Centre for Political Violence and Terrorism Research (ICPTVR)
ICPTVR offers research and training on terrorism, mainly focusing on the Asia-Pacific region with special emphasis on South East Asia. ICPVTR manages an integrated database, the ICPVTR Terrorism Database, which serves as a repository of information on the current and emerging terrorist threat, including group, personality and attack profiles, terrorist and counter terrorist incidents, and primary and secondary documents. ICPVTR also provides education and training for serving and future leaders in counter-terrorism.

International Nuclear Safety Center
The mission of the International Nuclear Safety Center (INSC) is to improve the safety of nuclear power reactors worldwide. INSC, which is guided by the Director of International Nuclear Safety and Cooperation in the U.S. Department of Energy, is dedicated to developing enhanced nuclear safety technology and promoting the open exchange of safety information among nations. Among the practical features on the center's web site are pages indexing world maps of nonexperimental power reactor locations. A list of reactor units is shown on each page, indicating operational status.

International Policy Institute for Counter-Terrorism (ICT)International Policy Institute for Counter-Terrorism (ICT)
ICT advises policymakers on issues related to international terrorism, provides research and resources on the internal structure and activities of terrorist organizations, and oversees educational and outreach programs, conferences, and workshops. The web site includes an International Terrorism Attack database (covering 1988 to present day), terrorist organization profiles, and documents on counter-terrorism efforts.

Justice Research and Statistics Association (JRSA)
This national nonprofit organization of directors, researchers, and practitioners from state Statistical Analysis Centers provides access to the InfoBase of State Activities and Research, a clearinghouse of information on state criminal justice research, programs, and publications. The association offers training in the latest computer technologies for records management, data analysis, Internet, forecasting, and other cutting-edge topics, and provides reports on the latest research being conducted by federal and state agencies, including the annual Directory of Justice Issues in the States and The JRSA Forum newsletter.

LexisNexis® Risk Management Introduces New Investigative Solutions Line
LexisNexis® Investigative Solutions will enable investigators to effectively locate suspects, find missing children, and share information by synthesizing and providing instant access to critical information that would normally take days to gather using traditional investigative methods.

Mayo Foundation for Medical Education and Research: Infectious Disease Center
This portal of current tools and articles reflects the expertise of the Mayo Clinic. The section on infectious diseases includes information on health threats from biological warfare, child and adult vaccine updates, and access to other authoritative web sites.

Migration Policy Institute (MPI)
An independent, nonpartisan, nonprofit think tank founded in 2001, MPI studies the movement of people and analyses, develops, and evaluates migration and refugee policies at the local, national, and international levels.

National Animal Health Emergency Management System (NAHEMS)
NAHEMS is a joint state/federal industry effort to improve the United States' ability to deal successfully with animal health emergencies, including floods, droughts, and deadly diseases. It also addresses bioterrorism, emerging diseases, and diseases that pose a threat to production and international trade.

The National Archives
Only 1–3 percent of all documents and materials created through business conducted by the United States are deemed important enough for legal or historical reasons to be preserved in perpetuity by the National Archives. To expedite searches for these records, this web version of the Guide to Federal Records in the National Archives of the United States includes descriptions of federal records acquired by the National Archives and is updated regularly to reflect new acquisitions. National Center for Disaster Preparedness
Located at Columbia University Mailman School of Public Health, the National Center for Disaster Preparedness (NCDP) is an academically based resource dedicated to preparing the frontline public health workforce to deal with biological and terrorist threats. NCDP is also dedicated to developing and providing distance-based learning and Internet programs to teach public health professionals how to plan and prepare for a terrorist event or infectious disease outbreak.

National Geospatial Intelligence Agency (NGA)
NGA provides timely, relevant, and accurate geospatial intelligence in support of national security. Its products and services serve a variety of military, civil, and international intelligence needs.

National Institute of Allergy and Infectious Diseases Biodefense Research Program
The National Institute of Allergy and Infectious Diseases, part of the National Institutes of Health, conducts scientific research and develops medical tools to effectively protect the civilian population and to respond to biological attacks. These tools include the best and most detailed scientific information possible and new and improved diagnostic tests, vaccines, and therapies.

The National Security Archive at The George Washington University
The National Security Archive is an independent, nongovernmental research institute and library located at The George Washington University in Washington, D.C. The archive collects and publishes declassified documents.

National Security Institute (NSI)
NSI provides professional information and security awareness services to defense contractor, government, and industrial security executives throughout the United States. The web site provides facts, publications, and other resources on computer security, the intelligence community, personal security, security technology, terrorism, and travel advisories.

NI2 National Infrastructure Institute: The Center for Infrastructure Expertise
The Center for Infrastructure Expertise operates under a grant from the U.S. Department of Commerce's National Institute of Standards and Technology and is conducting research on critical infrastructure issues related to homeland security. The center's long-term activities focus on providing cost-effective solutions to improve management and protection of the U.S.-built infrastructure.

Police Executive Research Forum (PERF)Police Executive Research Forum (PERF)
Incorporated in 1977, PERF is dedicated to improving policing and advancing professionalism through research and involvement in public policy debate. The PERF membership includes progressive police executives who head departments of at least 100 full-time employees or jurisdictions of at least 50,000 people. PERF's active research projects include Community Policing in a Counter-Terrorism Context and the Middle East Project.

Police Foundation
The Police Foundation uses research and technical assistance to advance police effectiveness. To accomplish this goal, it works closely with police officers and police agencies throughout the country, bringing researchers into constructive partnerships with law enforcement. The foundation's various practical programs include the National Center for the Study of Police and Civil Disorder and the Crime Mapping & Problem Analysis Laboratory.

Program for International and Homeland Security
Ohio State University
The Program for International and Homeland Security was established to promote and support research, study, and technology development that leads to practical, affordable solutions of current and future security challenges faced by America at home and abroad. The site provides information on research programs and opportunities and education, training, and outreach programs.

The Project on Managing the Atom (MTA)
An initiative of Harvard University's Belfer Center for Science and International Affairs, MTA addresses the confluence of nuclear energy, nuclear weapons, and democratic governance in nuclear decisionmaking. The project provides its findings and recommendations to policymakers and the news media through publications, briefings, workshops, and other events. MTA also provides a research framework for fellowships at the Belfer Center for Science and International Affairs.

RAND
This nonprofit institution manages a number of ongoing research and analysis projects that address domestic terrorism issues. Resource materials on the Terrorism page of the web site include reports, conference and working group summaries, congressional testimony transcripts, commentary, and expert insights.

Regional Information Sharing Systems (RISS) Anti-Terrorism Information Exchange (ATIX)
Although RISS services have traditionally focused on serving the law enforcement and criminal justice communities, RISS ATIX resources are available to executives and officials responsible for critical infrastructure, public service, public safety, utilities, and emergency management. Sandia National Laboratories
Managed by Lockheed Martin for the U.S. Department of Energy's National Nuclear Security Administration, Sandia seeks collaborative partnerships on emerging technologies that support work in five main program areas: nuclear weapons, nonproliferation and assessments, military technologies and applications, energy and infrastructure assurance, and homeland security.

Terrorism and Crime Studies
Federal Research Division (FRD) of The Library of Congress
FRD performs directed research at the request of other U.S. Government agencies. Terrorism Research Center (TRC)
TRC researches and analyzes terrorism, information warfare, critical infrastructure protection, and related concerns. TRC staff have expertise in terrorism, information warfare, low-intensity political violence, computer security, cryptography, law enforcement, national security, and defense policy. Transportation Research Board (TRB)
TRB conducts research on all modes and aspects of transportation (including security and safety strategies), publishes and disseminates reports and other information resources, and encourages the implementation of research results.

U.S. Bureau of Justice Statistics
This web site provides a wealth of statistical data from the U.S. Department of Justice. Reports, publications, and conference announcements, as well as various official criminal statistical information and analysis may be accessed.

U.S. Census Bureau
The U.S. Census Bureau is the leading source of quality data about the nation's people and economy. The bureau's web site provides tutorial information on how to access its extensive data and offers handy tools, such as an interface to quickly find facts about people, business, and geography.

U.S. Department of Agriculture (USDA): Keeping America's Food and Agriculture Safe
This USDA's Homeland Security web site provides current information for anyone
involved or interested in U.S. food production and security. It contains materials on what you can do to help protect America's food supply and links to what the USDA is doing to respond to security threats.

U.S. General Accounting Office (GAO)
As the investigative arm of Congress, GAO studies the programs and expenditures of the Federal Government and advises Congress and the heads of executive agencies on ways to make government more effective and responsive. GAO evaluates federal programs, audits federal expenditures, issues legal opinions, and recommends actions to improve government operations. As federal counter-terrorism programs continue to develop, GAO's web site will include indepth analysis of program objectives and accomplishments.

United States Department of Agriculture (USDA), Homeland Security
This web site provides current information for anyone involved or interested in U.S. food production and security. It provides materials on protecting America 's food supply and links to what the USDA is doing to respond to security threats.

USIP is an independent, nonpartisan federal institution created by Congress to promote the prevention, management, and peaceful resolution of international conflicts. This web page provides topical links to terrorism and counter-terrorism resources.

VOIP and 911 Services
The Joint FCC/NARUC Task Force on Voice over Internet Protocol (VoIP) 911 Enforcement has launched a new web site to provide consumers, industry, and state and local governments with information about laws that require certain providers of VoIP services to supply their customers with 911 emergency calling capabilities. Links connect users to Federal Communications Commission fact sheets with pertinent information about emergency and VoIP services and to a Consumer Information page with links to information for consumers and the general public.

World Justice Information Network (WJIN)

The Uniform Crime Reporting (UCR) Program was conceived in 1929 to meet the need for reliable, uniform, national crime statistics. The Federal Bureau of Investigation was tasked with collecting, publishing, and archiving those statistics. This preliminary semiannual report includes data from January through June of both 2005 and 2006 submitted to the UCR Program by 11,535 law enforcement agencies.

Aerial Photographs and Satellite Images
U.S. Geological Survey, Online Edition
The U.S. Geological Survey (USGS), which began using aerial photographs for mapping in the 1930s, archives photographs from its mapping projects and from other federal agencies. In addition, USGS has many images from space programs such as Landsat, which began in 1972. Most satellite scenes can be obtained only in digital form to use in computer-based image processing and geographic information systems, but some are also available as photographic products.

The U.S. Geological Survey's Geographic Analysis and Monitoring Program has developed this national, high-resolution dataset that gives the distance to the nearest road every 30 meters throughout the conterminous U.S. states.

Excluded Parties List System
The General Services Administration maintains the publicly accessible Excluded Parties List System (EPLS). When a federal agency takes action to exclude a person under the nonprocurement or procurement debarment and suspension system, that agency enters the information about the excluded person into EPLS. Click on EPLS New for an update on the Department of the Treasury's Office of Foreign Assets Control (OFAC) List, formerly the SDN and Blocked Persons List. Federal Bureau of Investigation Library
The Federal Bureau of Investigation (FBI) library housed at the FBI Academy in Quantico, Virginia contains 40,000 volumes of law enforcement and criminal justice publications, including a number of historical FBI materials. The library collects videos related to law enforcement issues and subscribes to more than 300 current periodicals. It also contains many back issues of law enforcement publications in both paper and microfiche.

This free service provides contact information for more than 3,000 federal information technology employees (including information officers, knowledge managers, and security and privacy officers); political officials and their information technology staffs; and trade associations, vendors, and research firms. The database, which is continuously updated, contains full names, addresses, phone numbers, and web and e-mail addresses.

Google Print
Google is piloting a program that adds book content to its online search engine. To use the program, do an ordinary Google search (e.g., "books about suicide terror"). Google will find book content that matches your search terms and provide links to the book content at the top of your search results. Other services include the ability to search for other topics within your search results, link to web sites selling the books, and link to local libraries that have the books.

Identifying Misinformation, U.S. Department of State

Improvised Explosive Devices/Booby Traps
On this web site, GlobalSecurity.org describes improvised explosive devices. Topics covered include indicators of their presence, firing devices, and types used (e.g., suicide bombs, explosive packages).
