Forecast of FY 2004 Procurement Opportunities
The mission of the Food and Nutrition Service (FNS) is to provide children
and needy families better access to food and a more healthful diet through
its food and nutrition assistance programs and comprehensive nutrition
education efforts.
FNS primarily contracts for food stamp
coupon production, storage and distribution, information technology
resources, such as hardware, software, support services and maintenance,
and advertising and marketing services. Federal assistance support is also
provided via competitive grant awards for Program demonstration projects,
such as Food Stamp Program outreach and nutrition education.
Agency awards are made using a range of
vehicles, including contracts, modifications to exercise contract options,
GSA’s Federal Supply/Service Schedules, Government-wide Agency
Contracts, grants, cooperative agreements and interagency agreements. To
the maximum extent practicable competitive acquisitions will be set-aside
to small disadvantaged, woman-owned, veteran-owned and HUBZone business
concerns. A reasonable portion of the Agency’s acquisitions will also be
set-aside to the Small Business Administration’s 8(a) Program. In the
event that GSA Federal Supply Multiple Award Schedules are used, primary
consideration will be given to small businesses.
