Corrections

 


The Corrections Division (Corrections) helps protect society by enforcing orders and sentences given by the courts.  The division provides humane care and control of offenders and helps them return to society.

Corrections’ mandate is to manage offenders with the appropriate degree of control, supervision and support.  It provides programs and services to help offenders deal with the issues that cause conflict with the law.

Corrections consists of two sections: Adult Correctional Services and Youth Correctional Services.  The division administers and operates seven adult correctional facilities, two youth  facilities and 27 community corrections offices to supervise probation and conditional sentences for adult and youth offenders.

Community Corrections Programs

Community Corrections services cover all non-custody, community-based offender services and programs.  Twenty-seven community corrections offices are located across the province, 11 in First Nations communities. Assisted by volunteers and other service providers, probation officers supervise probation and conditional sentences, support youth justice committees, custody reintegration programs, court reports and provide behaviour intervention programs. 

Special programs are designed for sex offenders, female offenders, assault offenders, custody offenders re-entering their communities and Aboriginal offenders.  The degree of supervision and the program are based on the risk presented by the offenders and their likelihood to re-offend.  Higher-risk offenders receive more intensive services and programs.  Partnerships between Corrections and community agencies improve the delivery of correctional programs and services.  These partnerships include school divisions, police, business associations, youth social service agencies, offender advocate agencies, Aboriginal agencies and other provincial and federal government departments.  Programs include gang diversion, Aboriginal culture, custody alternatives, employment preparation and others.

Programs at Manitoba Correctional Centres

Adult correctional centres provide programs that focus on inmates’ personal development and growth through education opportunities, rehabilitation programs, vocational training, work experience and individual counselling.

Youth correctional centres provide programs that focus on the youth’s personal development and growth, including education opportunities, rehabilitation programs, vocational training, work experience and spiritual programs. 

Agassiz Youth Centre has a Positive Peer Culture program designed specifically for young offenders.  The goal is to increase a youth’s self worth and dignity, replacing negative values with positive.  Youth look at the way they treat others, themselves and society.  Positive Peer Culture is a 24-hour, seven-day-a-week way of life.

Adult Correctional Centres

 

Brandon Correctional Centre

Brandon Correctional Centre (BCC) is located in the northeast corner of the city.  It is primarily a medium-security centre, with cells for 157 adult males.  BCC also provides western Manitoba with short-term holding for up to 10 young offenders and four adult females.

Dauphin Correctional Centre

Dauphin Correctional Centre (DCC) is located on Main Street, next to the courthouse and RCMP detachment.  It is a minimum-security facility for  approximately 50 adult males. DCC includes a temporary holding unit for young offenders and adult female offenders.

Headingley Correctional Centre

Headingley Correctional Centre (HCC) is located on Highway #1 just west of Headingley on 20 acres of land beside the Assiniboine River.  It is a minimum, medium and maximum security facility for up to 458 adult males. HCC has a domestic violence unit and three physically separate units - the Community Release Unit, Annex A for people remanded in custody and the Assiniboine Treatment Centre for sex offenders.

Milner Ridge Correctional Centre

Milner Ridge Correctional Centre (MRCC) is located in the Agassiz Provincial Forest.  It is a minimum-security facility for approximately 115 adult males.  It has four separate units.

Portage Correctional Centre (PCC) is located on 329 Duke Avenue in Portage la Prairie,  next to the Court of Queen’s Bench. It is a minimum and medium security facility for approximately 45 adult females.

The Pas Correctional Centre

The Pas Correctional Centre (The Pas CC) is located next to the provincial court building in The Pas.   It is a medium security facility for approximately 70 adult males, and up to seven adult females.   It contains a high-security unit and a seven-person unit for offenders temporarily held under the Youth Criminal Justice Act.

Adult Pre-trial Detention Centre

The Winnipeg Remand Centre (WRC) is a pre-trial detention centre located in downtown Winnipeg, across from the Law Courts Building.  It houses people waiting for court decisions on their charges or placement in correctional centres.  It can hold approximately 289 minimum, medium and maximum security risk adult males and females.

Youth Correctional Centres

Youth correctional centres in Manitoba provide custody and a variety of programs for young people charged with offences and/or sentenced to custody under the Youth Criminal Justice Act (YCJA).

Agassiz Youth Centre (AYC) is located on 59 acres in Portage la Prairie.  It is a youth correctional centre for young offenders.  Within the centre is Lakewood, a high security special-handling unit for young male and female offenders.

Manitoba Youth Centre

Manitoba Youth Centre (MYC), the largest youth correctional centre in Manitoba, is located at 170 Doncaster Street in Winnipeg. It can house approximately 157 young males and females. Youth admitted to MYC have been charged as young offenders.  They are held in custody until the courts make a decision on their charges.

Each inmate has to submit a list of names (maximum five) who must be authorized by the staff before the visit.

People in remand may have visitors between 8:30 a.m. and 11:30 a.m.; and 1:00 p.m. and 4:00 p.m.

Sentenced inmates may have visitors between 1:00 and 4:45 p.m.; and 7:00 p.m. and 9:00 p.m.

All visitors must fill out an application and produce a wallet-sized photo of themselves.

Call Monday to Friday, between 1:00 p.m. and 3:00 p.m. only, to find out if your application has been approved.  Do not leave messages, they will not be returned.

No one under the age of 18 will be permitted to visit, except an inmate’s own children.

First Time Visit:

Parents or guardians may have a first visit with their child that does not have to be scheduled.  This first visit may take place only before the first scheduled visit.  Parents and guardians may bring siblings to visit but they must be under the age of 12 years old.  This visit may not take place while court is in session or the hour before court begins.

Court begins at regular times but ends only when all cases have been heard or there is a recess.  On Mondays, Wednesdays and Fridays, the first visit must happen before 9:00 a.m. or before 1:00 p.m.  Sometimes the morning court session runs into the afternoon so there may be not be time for afternoon visits.  On Tuesdays and Thursdays there is no morning court session so visits can happen before 1:00 p.m. 

Scheduled Visiting Hours:

All other visits must be scheduled and approved by the cottage supervisor.  Only parents, guardians, grandparents and siblings are allowed.  All visitor information must be written on a visitor application and left with admissions staff at the end of the first visit so a visiting list can be made.  People not on the list will not be allowed to visit.  The cottage supervisor must be contacted for any special visiting requests.

Glossary

Probation

Probation is a sentence that allows an offender to remain in the community under specific conditions set by the court.

Minimum Security

A minimum security centre houses minimum security risk offenders.  Minimum security offences fall in the low security range and normally do not involve violence, weapons or bodily harm to the victim.

Minimum security facilities in Manitoba include Dauphin Correctional Centre, Milner Ridge Correctional Centre and Portage Correctional Centre.

Medium Security

A medium security centre houses medium security risk offenders and can house minimum security risk offenders.

Medium security offences are in the medium severity range.  They can involve the threatened or potential use of violence or weapons, assault or other offences that make the offender a risk to the community.

Medium security facilities in Manitoba are Manitoba Youth Centre, Agassiz Youth Centre (except Lakewood), The Pas Correctional Centre and Brandon Correctional Centre.

Maximum Security

A maximum security centre houses maximum security risk offenders and can house minimum and medium security offenders.

Maximum security offences are in the high severity range.  They normally involve direct and intentional use of weapons or violence and the victim has suffered serious physical or psychological harm.

Maximum security facilities in Manitoba are Headingley Correctional Centre, Winnipeg Remand Centre and the Lakewood Unit of Agassiz Youth Centre.

Sentenced Offender

For adult offenders this involves sentences up to two years less a day. For young offenders this is all sentences.

Remanded Accused

This is a youth or adult who has been put in custody until the charges are dealt with by the courts or bail is granted.
