Reporting Hazardous Substance Activity when Selling or Transferring Federal Real Property February 1, 1990 Office of Waste Programs Enforcement Whenever any agency, department, or instrumentality of the United States enters into any contract for the sale or other transfer of real property which is owned by the United States, and on which any hazardous substance was stored for one year or more, known to have been released, or disposed of, the contract must include notice of the type and quantity of such hazardous substance, and the time at which such storage, release, or disposal took place. OSWER The purpose is to inform that Quality Assurance Project Plans prepared and approved according to the UFP-QAPP meets all the requirements of EPA Requirements for Quality Assurance Project Plans, issued by the Quality Staff of the Office of Environmental Information.  

Transmits the final Uniform Federal Policy for Quality Assurance Project Plans and provides guidance to the Regions on this policy, as appropriate, for all data collection at Federal facility hazardous waste sites.

This complements the October 18, 2006, Interim Guidance for OSWER Cross-Program Revitalization Measures (CPRM guidance), which provides the overarching framework for this effort across all OSWER cleanup programs, and reflects comments received on the OSRTI / FFRRO December 21, 2006 draft Guidance for Documenting and Reporting Performance in Achieving Land Revitalization.  
Docket Reference Manual (PDF) (31 pp, 316K) March 9, 2007 OSWER On March 9, 2007, FFRRO issued its Docket Reference Manual for the Federal Agency Hazardous Waste Compliance Docket. This reference manual is intended for use by EPA Regional Docket Coordinators, EPA Headquarters personnel, Federal agency personnel, and other interested parties to facilitate the process of identifying and adding Federal facilities to the Docket, as well as to facilitate activities after a Federal facility is added, pursuant to Docket requirements. It provides detailed information on the Docket, including an overview of Docket reporting requirements, the process for including facilities on the Docket, and certain implications of listing.
