Export Services Program

Plant Protection and Quarantine (PPQ) maintains the export program for the United States exporters of United States and foreign-origin agricultural commodities. The export program does not require certification of any exports, but does provide certification of commodities as a service to United States exporters.

User's Fees for Export Certificates
A Federal user fee cost per export certificate must be collected for each export certificate issued, except for export certificates issued by States or counties, or those issued for the reexport of noncommercial shipments.

Export Program Manual

The Export Program Manual (XPM) is a reference to use when inspecting commodities and issuing export certificates. Guidance provided in the XPM is based on PPQ policy.

Wood Packaging Material (WPM)

Wood packaging material made of unprocessed wood is recognized as a pathway for the introduction and spread of pests.

National Seed Health System (NSHS)

The NSHS provides specific standards for laboratory seed health tests and seed crop field inspections that may be used for the issuance of a phytosanitary certificate to meet international regulations regarding export of seed from the United States.
