October 2, 2008:

The following Workforce Investment Streamlined Performance Reporting (WISPR) documents (Forms 9131, 9132 and 9133 and WISRD)  have been approved by OMB (1205-0469) for a potential implementation date of July 1, 2009.  This approval marks the beginning of several changes to workforce reporting.  These forms will be for use by all grantees administering Wagner-Peyser, Veterans Employment and Training Service, Workforce Investment Act Title IB, National Emergency Grants, and Trade Adjustment Assistance programs funded by the United States Department of Labor (USDOL).  The primary purpose of this new reporting system is to:
  1. Establish a standardized set of data elements, definitions, and specifications that can be used to describe the characteristics, activities, and outcomes of job seeker and employer customers served through the One-Stop delivery system;
  2. Facilitate the collection and reporting of valid, consistent, and complete information on job seekers and employer customers in order to support the overall management, evaluation, and continuous improvement of workforce programs at the local, state, and federal levels; and
  3. Reduce duplicate record keeping by allowing grantees administering multiple USDOL-funded workforce programs to utilize a single set of data specifications and formats to report on a job seeker’s and employer’s interaction with the One-Stop delivery system.
Training on implementation of the WISPR system will be rolled out during Program Year 2008

September 22, 2008:
National Employ Older Workers Week. For more than 40 years, The USDOL’s Senior Community Service Employment Program has promoted the value of older workers and helped them find productive jobs. The program is operated at the local level by 18 national grantees and 56 state and territorial agencies.



September 3, 2008:
TEN 9-08 To remind the workforce investment system of the performance reporting requirements and associated timelines for submitting  data validation results for the WIA Title 1B Programs and the Wagner-Peyser Program including Veterans, National Farmworker Jobs Program and the Trade Act programs.



August 27, 2008:
TEGL 2-08 Updates the PY 2007 Table of Weights for Use in Calculating State-Level American Customer Satisfaction Index (ACSI) Scores for the Participant and Employer Customer Satisfaction Surveys. This TEGL also alerts States to the possibility of new customer survey plans for PY 2008.



August 20, 2008:

TEGL 1-08 To request Area of Substantial Unemployment (ASU) designations in each state as defined in the WIA in order to allot funds under the Act for the period beginning July 1, 2009.



August 18, 2008:

Data Validation Software, DRVS 7.1, is designed for PY07 annual reporting and validation and for PY08 quarterly reporting. States are advised to create backups of prior databases before importing new PY07 data into the software.



August 6, 2008:

Webinar Invitation for a Program Year (PY) 2007 Performance Reporting Discussion. Representatives from the Employment and Training Administration's Office of Performance and Technology, Social Policy Research Associates, and Mathematica Policy Research will discuss the upcoming PY 2007 annual reporting requirements for WIA and quarterly reporting for Wagner-Peyser and Jobs for Veterans' State Grants. The Webinar will address reporting requirements, deadlines, and areas of particular concern in the submission of the WIA annual report and WIA standardized record data (WIASRD). The Webinar will also include a review of the Enterprise Business Support System.

Notification that four Employment and Training Administration (ETA) information collection requests, including the Workforce Investment Streamlined Performance Reporting (WISPR) system, were being transmitted to the Office of Management and Budget (OMB) for final approval was published in the June 18, 2008 Federal Register. To see the WISPR documents transmitted to OMB for final approval, click here.



June 18, 2008
On June 18, the DOL announced in the Federal Register the submission of the following public information collection requests (ICR) to the Office of Management and Budget  (OMB)for review and approval in accordance with the Paperwork Reduction Act:

Unemployment Insurance (UI) Facilitation of Claimant Reemployment
This information is collected at the state level to determine the percentage of individuals who become reemployed in the calendar quarter subsequent to the quarter in which they received their first UI payment.

Unemployment Insurance Data Validation Program
This program requires States to operate a system for ascertaining the validity (adherence to Federal reporting requirements) of specified unemployment insurance (UI) data they submit to ETA on certain reports they are required to submit monthly or quarterly.

Non Production Questionnaire (Trade Adjustment)
Information on the Form ETA-9118 is required in order to make a determination on Trade Adjustment Assistance petitions filed on behalf of service workers in accordance with Section 223 of the Trade Adjustment Assistance Act of 2002.

Workforce Investment Streamlined performance Reporting System (WISPR)
This system was previously called EMILE and has had two previous information requests listed at: (qv. July 16, 2004 FR notice and November 6, 2006 FR Notice)
The WISPR System replaces the reporting and recordkeeping requirements of 7 Employment and Training programs. The goal is to ensure that the workforce system is clearly focused on results, which will help ensure that the system's jobseeker and employer customers are effectively served.

The state of New Hampshire’s Department of Economic Security (NHES) has re-joined the Wage Record Interchange System (WRIS).  On behalf of the Department, the WRIS Data Sharing Agreement (as amended April 9, 2008) was signed by Mr. Richard S. Brothers, Commissioner. Membership in the WRIS now stands at forty-nine (49) states and the District of Columbia. Through participation, states have a robust overview of the effectiveness of their workforce investment programs, and are able to report more comprehensive outcomes against their performance measures.

Through participation, states have a robust overview of the effectiveness of their workforce investment programs, and are able to report more comprehensive outcomes against their performance measures.



April 23, 2008:
The Department of Labor, in collaboration with the Department of Education, announces today in the Federal Register that eight states are eligible to apply for Workforce Investment Act (WIA) (Pub. L. 105-220, 29 U.S.C. 2801 et seq.) incentive awards authorized by section 503 of the WIA. The eight eligible states must submit their applications for incentive funding to the Department of Labor by June 9, 2008.



April 16, 2008:
The Federal Research Evaluation Database has been updated to include the PY2006 WIASRD data.  The Federal Research and Evaluation Database (FRED) enables analysis of the Workforce Investment Act Standardized Record Data (WIASRD), which is data annually submitted by states on WIA exiters' demographic characteristics, the services they received, and the outcomes they achieved after exit.



April 9, 2008:
The Wage Record Interchange System (WRIS) Data Sharing Agreement has been amended in accordance with the procedures set forth in the Agreement. All 49 parties to the WRIS Agreement (47 states, the District of Columbia, and ETA) concurred in the three ‘second-round' amendments and technical correction. The WRIS Data Sharing Agreement (as amended April 9, 2008) incorporates the amended language and is available on ETA’s Web site at: http://www.doleta.gov/performance/WRIS.cfm

The WIA PY06 State Rankings have been finalized and placed on the website at: http://www.doleta.gov/Performance/Charts/Charting_Performance.cfm Each of the WIA performance measures is linked to a display of the absolute rankings of state by state performance on the measure for PY 2006. March 31, 2008:
March 31 FEDERAL REGISTER ETA seeks comments on a proposed data collection which addresses qualitative information to be obtained through on-site, unstructured interviews with representatives in each WIRED region. Data to be collected includes information regarding the regional context, goals, planning, structure, partnerships, collaboration, activities, funding, challenges, innovations, approaches for measuring success, and sustainability.



March 28, 2008:
The state of Connecticut has re-joined the Wage Record Interchange System (WRIS). The WRIS Data Sharing Agreement was signed by Commissioner Patricia H. Mayfield on behalf of Connecticut’s Department of Labor. Mr. Roger Therrien, Director of the Research Division, and Mr. George M. Wentworth, Director of Program Policy, will serve as the designated WRIS contacts. Forty-eight (48) states and the District of Columbia are now members of the WRIS. Through participation, states have a robust overview of the effectiveness of their workforce investment programs, and are able to report more comprehensive outcomes against their performance measures.
