The Livestock Mandatory Reporting Act (LMRA),
which provided GIPSA with authority to collect information posted on this
site, expired September 30, 2005. After that date, packers were no longer
required to submit contract information to GIPSA, although GIPSA asked them
to continue doing so voluntarily. The LMRA was reauthorized on October 5, 2006.
However, submission of contract information continues to be voluntary until GIPSA
regulations can be reissued.
Since October 1, 2005, contract information for the Swine Contract Library has
been submitted on a voluntary basis. As a result, GIPSA cannot assure the
accuracy or completeness of the information provided through this program
on or after that date.
Through this website, Grain Inspection Packers and
Stockyards Administration (GIPSA) provides access to the Swine Contract Library, mandated
by the 106th Congress. That Congress amended the
Packers and Stockyards Act requiring the Secretary of Agriculture to establish
and maintain a library or catalog of the types of contracts offered
by packers to swine producers for the purchase of swine (including swine that are purchased
for future delivery).
The Swine Contract Library is intended as an aid in the price discovery process and provide
equal access to market information for all market participants.
