Internal Energy Management

TVA took a leadership role in internal energy management in 1973 by initiating efforts to reduce energy use and associated costs at its facilities. In 1978, TVA created an agency-wide Internal Energy Management Program (IEMP) even before the passage of the National Energy Conservation Policy Act (NECPA), which established energy efficiency goals and objectives for federal agencies. The IEMP is responsible for planning, coordination of regulatory reviews, performance analysis and reporting, oversight of energy related audits, and sustainable design.

The NECPA was later followed by the Energy Policy Act of 1992, the Energy Policy Act of 2005, and various Presidential Executive Orders (EOs), laws, and guidance documents. All fall under the authority of the IEMP for implementation. These laws and regulations have required further reductions of energy use, the purchase of energy efficient equipment (motors, compressors, transformers, computers, lighting, heating, ventilation, and air-conditioning systems, etc.), reductions in potable water use, increases in vehicle fuel efficiency, and the application of sustainable design principles to new buildings and major renovations.

TVA’s Agency Energy Management Committee, formed in 1992, consists of representatives from each of TVA's strategic business units. The committee works in conjunction with the IEMP and is responsible for disseminating energy management and associated environmental information to TVA employees. It also reviews energy plans and processes, informs organizations of TVA energy management objectives, assists in taking appropriate actions to comply with energy laws and regulations, and provides guidance for work groups and subteams, as needed.
